Le parquet financier a ouvert une enquête suite à une plainte déposée par l’actuel directeur général de la société de construction et d’aménagement (Secam SA), une filiale de la Caisse des dépôts et consignations (CDC).
Un montant de 1.051.000.000 FCFA aurait été « retiré sans justificatif ni contrepartie » du compte bancaire de la société, dont 60 % du capital a été acquis le 5 septembre 2023 par la CDC pour la somme de 6 milliards de FCFA.
Nommé directeur général de Secam SA le 29 mai 2024, après le changement de régime, Mama Diakhoumpa a découvert ce « trou financier » et a porté plainte devant le parquet financier. En réponse, celui-ci a ordonné à la Division des Investigations Criminelles (DIC) d’ouvrir une enquête. Les investigations, qui ont vu l’audition de toutes les parties impliquées, sont désormais terminées.
La balle est désormais dans le camp du procureur financier, à moins qu’un accord ne soit trouvé entre les parties.

Pire encore, le ministre des Finances et du Budget avait exigé la suspension de cette prise de participation, mais 4,7 milliards de FCFA ont été engloutis dans l’opération.
Le plus grave réside dans le fait que la prise de parts a été effectuée sans s’assurer de la véracité des documents envoyés par WhatsApp par les anciens dirigeants de Secam.
En particulier, les terrains supposés appartenant à Secam à Bambilor étaient en réalité tous hypothéqués auprès de la BIMAO. Une simple vérification aurait permis de découvrir cette irrégularité.
