Dans une question écrite adressée au garde des Sceaux, ministre de la Justice, le député Papa Tahirou Sarr exige des explications sur les transactions suspectes relevées par la Cellule nationale de traitement des informations financières (CENTIF).
Selon le rapport de cet organisme, ces opérations, estimées à 125 milliards de francs CFA, impliquent des virements du Trésor public vers des individus sans justification apparente.
« Cette affaire met en lumière des paiements à des personnes n’occupant aucune fonction officielle, n’ayant aucune activité connue pour légitimer de tels montants et n’ayant fourni aucune prestation à l’État. Face à la gravité de ces faits, il est urgent d’établir la chaîne des responsabilités et d’identifier les hautes autorités administratives et politiques qui ont permis ces irrégularités manifeste », écrit le parlementaire.
Il insiste : « Le gouvernement, garant de la légalité et de la bonne gestion des ressources publiques, doit des comptes au peuple sénégalais. »
Papa Tahirou Sarr interpelle directement le ministre de la Justice avec une série de questions précises :
– « Le ministre des Finances en poste à l’époque était-il informé de ces virements massifs ? Si oui, répondra-t-il de ses actes ? »
– « Comment ces paiements ont-ils pu être exécutés sans pièces justificatives ni contreparties ? Qui a signé les ordres de paiement, et ces personnes seront-elles traduites en justice ? »
– « Ces fonds étaient-ils inscrits dans une ligne budgétaire précise ? Si oui, laquelle, et qui a validé ces engagements ? »
– « Quels hauts fonctionnaires, par leur signature, leur négligence ou leur complicité, ont facilité ces transactions ? Seront-ils tenus responsables ? »
– « Quelles mesures le gouvernement prévoit-il pour empêcher de nouveaux détournements ? »
Par cette offensive, le député de la XV? législature met la pression sur l’exécutif, réclamant transparence et justice dans une affaire qui soulève de graves interrogations sur la gestion des deniers publics.A
