Le taux de participation de l’Afrique dans le transport aérien mondial est particulièrement faible. Lors de la 34e session plénière extraordinaire de la CAAC qui se tient à Saly, le directeur de l’exploitation de la navigation aérienne de l’Agence pour la Sécurité de la navigation Aérienne en Afrique et à Madagascar (Asecna), Louis Backienon, a révélé que l’Afrique participe pour moins de 2% au transport aérien mondial, alors qu’elle renferme plus de 17% des personnes vivant sur la terre.
«Notre continent, l’Afrique, participe pour moins de 2% au transport aérien mondial alors qu’il renferme près de 17% des hommes et femmes vivant sur cette planète terre», a soutenu Louis Backienon, lors du démarrage des travaux de la 34e session plénière extraordinaire de la Commission africaine de l’aviation civile (CAFAC).
Constatant que l’Afrique est le continent où le taux de natalité est le plus grand au monde, il trouve que la mobilité de la population doit être revue en assurant plus de connectivité entre Etats et entre régions.
«Sinon, c’est la paix elle-même sur le continent qui s’en trouvera menacée», alerte-t-il. Pour éviter cela, Louis Backienon propose d’asseoir dès à présent, les bases de déplacements facilités des populations du continent.
«Il nous faut urgemment résoudre les questions de traversées des frontières, les questions de cinquième liberté, les questions de coût élevé des titres de transports, etc., en somme les questions de connectivité intra Afrique pour prévenir ce phénomène latent. Si la population atteint ces chiffres indiqués plus haut dans les Etats sans possibilité de se déplacer aisément, il est à craindre les velléités d’expansion, de phagocytage et donc, la multiplication des risques de conflits», a-t-il prévenu.
Pour éviter ces conséquences néfastes, les 150 participants venus de 54 pays africains jugent nécessaires d’aller vers des systèmes et regroupements homogènes, harmonisés et résilients.
«Il urge de revoir dans tous les Etats membres, les procédures accordées aux usagers, les taxes et redevances appliquées, les facilités accordées aux compagnies aériennes, pour assurer des vols efficients à des coûts à la portée des populations. Toutes ces actions ne peuvent se faire sans une harmonisation des textes entre Etats et une régulation efficace provenant de notre structure organisationnelle commune qu’est la CAFAC», a-t-il poursuivi.
Pour le Directeur général de Rwanda Civil Aviation Authority et par ailleurs Président du bureau de la CAFAC, dont le rôle est de faciliter coopération et d’assurer la coordination entre les Etats africains pour asseoir un système de transport aérien intégré et durable, il est temps d’asseoir dès à présent, les bases de déplacements facilités des populations du continent.

Après avoir énuméré les conséquences qui guettent l’aviation en Afrique, les participants se sont engagés à résoudre ces problèmes avant que cela ne devienne un handicap pour tout le continent.
