DÉCLARATION DE LA SOCIÉTÉ CIVILE POUR DES ÉLECTIONS LIBRES TRANSPARENTES PAISIBLES ET INCLUSIVES
1-La société civile regroupée autour du COSCE et de la PACTE est vivement préoccupée par la dégradation du climat politique, à quelques semaines des élections législatives du 31 juillet 2022,marqué par de graves risques de confrontation entre le pouvoir et l’opposition .
2– Aussi,est-il important de noter que L’Alerte de la CENA indiquant dès le début du processus de dépôt,d’analyse et de validation des candidatures,qu’aucune liste de candidats n’avait respecté les délais de dépôt,ainsi que la contestation par l’opposition de l’arrêtée du ministre de l’intérieur portant modalités de contrôle du parrainage,et demandant sa suspension devant la cour suprême,sont à elles seules suffisantes pour monter que ce processus n’est pas exempt de critiques
3– C’est pourquoi, la société ,tout en renouvelant son appel au calme et à la sérénité aux différentes coalitions et listes de candidats engagées dans la compétition des législatives du 31 juillet 2022,est prête à apporter comme elle l’a toujours fait,sa contribution pour une solution juste et inclusive de la crise pré électorale qui risque,si l’on n ‘y prend garde, de compromettre l’organisation d’élections libres,transparentes et paisibles .
4– A cet égard,convaincue que notre pays a en son sein,les ressources lui permettant de trouver les solutions appropriées lui permettant de sortir de cette situation,la société civile, se propose d’explorer avec les mandataires des listes de candidats et les autorités,toutes affaires cessantes,la mise en œuvre des pistes suivantes :
1– Rencontrer immédiatement les différentes listes de candidats en lice pour recueillir leurs opinions et leurs propositions sur la situation.
2– travailler à la désignation par le président de la république d’un expert indépendant sur proposition de la société civile .
3-organiser une concertation entre les différentes listes de candidats sur la base d’un rapport présenté par l’expert désigné .
4– Faire des propositions consensuelles aboutissant à des élections inclusives.
5-Assurer le suivi de la mise en œuvre des accords issus de cette concertation par la société civile en rapport avec l’administration .
