Constitué de syndicats et d’amicales intervenant dans le fonctionnement de 18 ministères, le collectif interministériel des agents de l’administration sénégalaise (CIASS) défend les intérêts matériels et moraux des travailleurs.
A l’entame de ses propos jeudi lors d’une conférence de presse, le coordonnateur du Collectif Interministériel des Agents de l’Administration Sénégalaise (CIAAS), Oumar Dramé, s’est réjoui de la reconnaissance et du reclassement des diplômes, de la diligence apportée par le ministre de l’Enseignement supérieur qui a signé une vingtaine d’habilitations qui devraient, en principe, résorber la longue liste des agents en attente de reclassement.
Cependant, il a souligné que ces habilitations ne prennent effet qu’à partir de 2021 alors que la plupart des diplômes concernés datent de bien avant. Par conséquent, le collectif a demandé la signature de toutes les habilitations en instance ainsi que la rétroactivité à la date de dépôt de la demande.
30 000 agents sans indemnité de logement
Selon les membres du collectif, il est difficile d’accepter que, sur les 170.000 travailleurs de la Fonction publique, 140.000 bénéficient de l’indemnité de logement alors que les 30.000 autres qui réalisent le gros du travail sont laissés en rade. « Cette injustice que nous subissons, au sein d’une même administration, est incompréhensible, inconcevable et inacceptable », a déploré le coordonnateur dans les colonnes du journal Le Témoin.
Nos confrères de rappeler qu’avec les perspectives économiques du Sénégal en 2024, cette indemnité serait possible, avait rassuré le ministre des Finances, M. Moustapha Bâ, au cours de l’audience qu’il avait accordée au collectif en mars 2023, soulignant l’impossibilité de leur octroyer cette indemnité en 2023, car n’étant pas budgétisée. « Le collectif interministériel des agents de l’administration a élaboré un plan d’action pour exiger la généralisation de l’indemnité de logement », a déclaré M. Drame.
Les agents interministériels de l’Administration débutent ce vendredi 10 novembre 2023 par une journée d’information et de sensibilisation des travailleurs des 18 ministères qui composent le collectif.
A partir de lundi prochain, ils organiseront 96 heures de port de brassards rouge dans toute l’administration sur l’étendue du territoire national. Le coordonnateur du collectif a demandé aux travailleurs de se rassembler devant les ministères et les services pendant 10 à 15 minutes pour faire des déclarations concernant leur lutte. Il sera organisé une marche nationale du collectif, le jeudi 23 novembre 2023.
Une grève totale de 48 h sera déclenchée le 30 novembre 2023. « L’objectif est de paralyser toutes les activités dans les 18 ministères concernés » a déclaré M. Dramé. Se disant ouverts au dialogue, les membres du collectif appellent le gouvernement, à travers le Premier ministre M. Amadou Bâ, et le Chef de l’État à résoudre leurs problèmes.
