Le projet du Sénégal de conquérir l’espace n’est pas une chimère. Le Ministre de l’enseignement supérieur, de la recherche et de l’innovation (Mesri), qui commande cette ambition du pays, est à Montpellier pour faire le point sur la stratégie spatiale du Sénégal. «Cette mission va permettre de faire le point, d’échanger avec les autorités du centre spatial sur les cahiers de charge et d’avoir également un aperçu sur les installations, infrastructures et dispositions à prendre pour la construction future du Centre de fabrication, d’assemblage, d’intégration et de test de satellites, qui sera érigé à Diamniadio», indique le Mesri.
Evidemment, les ambitions sont le moteur de la vie… Selon le ministère de l’Enseignement supérieur, «le premier satellite sénégalais devrait être mis en orbite en 2023 et des techniciens et ingénieurs du pays sont impliqués dans sa conception». En gagnant ce pari, le Sénégal rejoint un cercle fermé de pays africains qui sont partis à la conquête de l’espace comme l’Algérie, l’Angola, l’Egypte, le Ghana, le Kenya, le Maroc, le Nigeria, le Rwanda, l’Afrique du Sud, le Soudan, le Rwanda et l’Ethiopie.
Aujourd’hui, le Sénégal n’entend pas se laisser distancer dans la conquête de l’espace sur le continent. Pour les autorités, c’est une question de souveraineté et une nécessité stratégique, notamment dans la collecte d’informations sécuritaires, environnementales, météorologiques. «C’est un projet visionnaire qui, à terme, va positionner le Sénégal parmi les pionniers du domaine spatial en Afrique grâce à sa politique et stratégie spatiale», note Cheikh Oumar Hann. Il compte sur l’accompagnement du Centre spatial universitaire de Montpellier concernant la formation des ressources humaines.
Cette idée mûrit dans la tête des autorités depuis plusieurs mois. En marge du dernier Sommet Afrique-France, le chef du Laboratoire de télédétection appliquée, qui se trouve à l’Institut des sciences de la terre (Ist) de l’Ucad, avait accordé une interview exclusive au Quotidien sur les ambitions du Sénégal, dans la conquête et la maîtrise des données spatiales, et la manière dont elles peuvent contribuer à l’avancement du pays. Il détaillait ainsi le programme spatial sénégalais : «Les sciences spatiales offrent aujourd’hui beaucoup d’opportunités. Le Sénégal a l’ambition de tirer profit de ces sciences spatiales pour accompagner son développement. Le Sénégal a misé, dans la première phase, sur les ressources humaines. Cela a commencé l’année dernière par l’envoi, au Centre spatial de Montpellier, de trois étudiants issus des écoles d’ingénieurs du Sénégal, pour faire un Master dans le domaine spatial.»
Il soutenait que 5 techniciens et 5 ingénieurs allaient être envoyés cette année à Montpellier. Ils devaient commencer à partir du mois de mars, sur le premier satellite sénégalais. «Il s’agit donc d’étudiants formés dans les universités sénégalaises, qui vont compléter leur formation appliquée dans le domaine spatial et fabriquer le premier satellite sénégalais à partir du mois de mars 2022. Un satellite dont le lancement était prévu en 2021 mais, avec les aléas du Covid, cela a été reporté en 2023. Et on ne va pas se limiter à cela. Après ce lancement, on va aller vers des satellites plus grands, avec d’autres applications, les traitements et l’utilisation des données…», avançait le chef du Laboratoire de télédétection appliquée.
