    Le directeur général de Takamoul agro, entreprise sénégalaise qui s’active dans l’agroalimentaire trouve, dans l’organisation du Forum international Afrique développement (Fiad), une opportunité de renforcer ses relations avec la CBAO, membre du groupe Attijariwafa bank mais, également d’élargir sa base de partenaires.

    Cheikh Tidiane Sy s’est confié au Journal de l’économie sénégalaise (Lejecos), en marge de la septième édition du Fiad tenue du 27 au 28 juin à Casablanca, au Maroc.

    Il revient ici, sur les problèmes liés au transport et au commerce intra-africains, les coûts élevés de la convertibilité des devises entre autres.

    Donc c’est pour nous l’occasion de consolider nos relations avec ce grand groupe bancaire, qui nous accompagne dans toutes nos opérations, mais aussi dans le financement de nos activités.
    Mais au-delà de ce groupe, ce forum offre aussi l’occasion de rencontrer d’autres partenaires avec qui nous pouvons nouer des relations commerciales, que cela soit en tant que fournisseurs ou clients dans le cadre des rencontres B2B.
    En fait, le plus important dans ce forum, ce n’est peut-être pas seulement la relation que nous pouvons nouer avec les entrepreneurs et les entreprises marocaines, mais c’est plus les entreprises de la sous-région ; et comme vous le savez le groupe est présent dans les autres pays de la sous-région jusqu’en Egypte.
    Cela nous permet d’élargir notre base clientèle, mais aussi d’avoir d’autres opportunités en termes de nouveaux fournisseurs, d’offres de matières premières, d’emballages.
    C’est là aussi l’opportunité que nous saisissons à travers ce forum pour un peu diversifier nos partenaires commerciaux, découvrir de nouveaux horizons sur lesquels nous n’avions peut-être pas accès dans la sous-région.
    Au plan du financement, que ce soit Attijariwafa bank, mais aussi avec d’autres partenaires financiers, parce que c’est cela également, c’est important, ce forum nous donne. Aujourd’hui, nous avons eu l’occasion de rencontrer d’autres partenaires financiers.
    Ces derniers peuvent également nous permettre, avec des mécanismes et instruments de financements innovants, qu’ils ont, d’avoir un accompagnement pour financer nos activités, que ça soit dans l’exploitation ou dans l’investissement.
    Vous savez, c’est   aussi parfois l’occasion de découvrir des choses même sur notre propre pays.
    Avec le discours du directeur général de l’Agence pour la promotion des investissements et des grands travaux (Apix) j’ai eu des informations que je n’avais pas en étant au pays.
    Nous découvrons aussi d’autres hommes d’affaires sénégalais, qui sont venus participer au forum et que nous ne connaissions pas et avec qui nous avons noué des relations. Globalement ce forum est une occasion de rencontrer des partenaires, afin de mieux développer nos affaires.

    Beaucoup de satisfaction ! Il faut le dire. C’est vrai que l’environnement des affaires au Sénégal et même en Afrique occidentale, dans l’Uemoa, est difficile avec, parfois, des conditions bancaires très contraignantes. CBAO n’échappe pas à ces contraintes.

    Mais, de par sa taille comparée à d’autres banques locales, qui sont d’une taille moindre auxquelles  nous nous adressons  parfois pour  financer nos besoins en trésorerie, qui peuvent être importants, elle sort quand même du lot.

    Parce que ce qui est plus important pour nous en tant qu’industrie, c’est la possibilité de faire des opérations à l’international pour payer nos fournisseurs ou pour encaisser des factures clients.

    Et pour cela Attijariwafa bank  a un réseau dans la sous-région qui nous permet de nouer de bons partenariats et de faire des opérations.

    Mais aussi au niveau international, il dispose d’un réseau de correspondants, qui nous permet de payer nos fournisseurs dans des conditions véritablement correctes. Il y a tout de même des choses à améliorer, car dans toute relation il y a des hauts et des bas. Mais je peux dire qu’il y a plus de haut que bas.

    Il y a, surtout, le centre de décision. Parfois les centres de décisions qui sont du Sénégal sont lents. Quand on a des besoins très importants, le siège est obligé de se référer au groupe et cela nous met parfois dans des situations où, en tout cas, le temps joue contre nous.

    Cela peut ralentir nos opérations. Ça constitue un point à améliorer dans le traitement des dossiers de crédits.

    Mais, au revers de la médaille il y a aussi des avantages innovants.

    C’est par exemple, la salle des marchés qui nous permet de bien faire nos opérations à l’international. Il y a aussi les produits de placement qui sont aujourd’hui très diversifiés. Avant, on n’avait que les Dépôts à terme (Dat) mais aujourd’hui, on a des produits comme les Opcvm (Organismes de placement collectif en valeurs mobilières) qui nous permettent de mieux placer notre excédent de trésorerie. 

    • En plus de la production destinée au marché sénégalais, vous exportez aussi vers, notamment, les pays de l’Uemoa. Quelles expériences avez-vous en termes de fluidités des échanges commerciaux et de logistiques notamment dans le cadre de la Zlecaf ? Est-ce que vous êtes impactés par le coût élevé de la convertibilité des devises qui a été soulevé lors des panels ?

    Effectivement, aujourd’hui on parle beaucoup de la Zone de libre-échanges continentale africaine (Zlecaf)comme une opportunité pour toutes les entreprises et les industries, surtout celles qui peuvent exporter vers les autres pays africains. Mais il y a des prérequis qui ne sont pas encore levés.

    C’est notamment, comme vous l’avez dit, le problème de la convertibilité.

    En Afrique, en dehors de la zone Franc Cfa, tous les autres pays ont leurs devises propres. Ce qui pose des problèmes de double conversion parce que nous sommes tous obligés de nous rabattre sur le dollar ou l’euro.

    Ce qui entraîne parfois des pertes sur le taux de change, qui impacte aussi notre compétitivité, sur la rentabilité de nos entreprises. C’est un problème sur lequel il faudra travailler. Même si la CBAO, avec son réseau nous permet parfois de mieux fluidifier les relations avec nos différents partenaires, le renchérissement de ces coûts impacte nos activités.

    L’autre point est lié à la connectivité entre nos différents pays.

    Aujourd’hui, on n’a pas encore résolu le problème du transport, du fret maritime surtout, même s’il y a des efforts qui ont été faits sur les corridors africains. Il va falloir regarder comment on peut créer des corridors au plan terrestre pour mieux rapprocher les pays.
