Le Conseil national du crédit (Cnc) du Sénégal a tenu sa trente-sixième réunion le jeudi 23 juin 2022, par visioconférence, sous la présidence de Moussa Touré, directeur de la Monnaie et du crédit, membre du Comité de politique monétaire (Cpm) de la Bceao, représentant le Ministre des Finances et du Budget, président statutaire du Cnc.
Financement des campagnes de production agricole 2022 : Plus de 40 milliards de FCfa mobilisés par LBA et la Bnde.
Selon un communiqué de presse reçu à notre rédaction, le Conseil a examiné la situation du financement des campagnes de production agricole 2022, présentée par La Banque agricole (Lba) et la Bnde. Il a pris connaissance des concours mis en place, à date, par les deux banques, d’un montant global de 40,7 milliards FCFA pour l’approvisionnement en semences et en engrais des producteurs.
Selon la même source, les financements ont concerné l’arachide, le riz, le niébé, des produits vivriers (maïs, sorgho, fonio), le sésame ainsi que les produits horticoles. Des requêtes de financement continuent d’être reçues.
«Les échanges ont fait ressortir qu’en dépit des avancées notées dans les financements accordés pour les intrants subventionnés, des préoccupations fortes demeurent relativement à la disponibilité et au coût des engrais, particulièrement dans le contexte d’un démarrage précoce de la saison des pluies et de son impact sur le cycle végétal », lit-on dans le document.
Par conséquent, le Conseil a recommandé que des mesures urgentes soient prises en vue de lever ces contraintes dans des délais raisonnables et à la hauteur des besoins réels du monde rural. Dans ce cadre, le Conseil a souligné l’impérieuse nécessité de reconstituer la capacité d’endettement des opérateurs privés auprès des banques, par l’apurement des créances qu’ils détiennent sur l’Etat au titre des précédentes campagnes.
Il a également réitéré sa recommandation en vue du renforcement du contrôle préalable du professionnalisme et de la solvabilité des opérateurs privés devant solliciter des concours bancaires sur la base de quotas d’intrants bénéficiant de la subvention publique. Par ailleurs, les membres du Conseil ont relevé la situation des stocks de graines d’arachide collectées par les industriels lors de la campagne 2021/2022 qui mérite un traitement approprié.
Le Conseil informe avoir pris connaissance de la Stratégie nationale d’inclusion financière (Snif) 2022-2026. Le Conseil s’est félicité de l’adoption de la Snif et des orientations retenues, notamment pour la mise en œuvre des volets du Plan d’actions prioritaires ajusté et accéléré (PAP 2A) 2019-2023 et du Plan Sénégal émergent (Pse) y afférents. Les membres du Conseil ont exhorté les parties prenantes et l’Etat à veiller à une opérationnalisation ordonnée de la Stratégie, assortie d’un dispositif de suivi-évaluation pertinent ainsi qu’à la mise en place d’une communication adaptée pour une meilleure appropriation par la population cible.
