Le secteur primaire va continuer à être paralysé. Alors que les négociations avec l’Etat s’ouvrent ce matin, les travailleurs de ce secteur ont décrété 48h de grève, pour demander le paiement de leur prime interne.
Va-t-on vers la décrispation après plus d’un mois de grève dans le secteur primaire ? Le gouvernement du Sénégal a décidé d’ouvrir les négociations avec l’Intersyndicale des travailleurs du secteur primaire. Ce matin, le ministre de la Fonction publique et de la transformation du secteur public va rencontrer les différents responsables syndicaux «pour ouvrir des négociations afin de remédier à cette crise». «Nous espérons qu’à la sortie de cette rencontre, le gouvernement nous apportera la bonne nouvelle, c’est-à-dire la suppression de la note circulaire et de rentrer dans nos fonds», explique le syndicat. Il enchaîne : «Par la même occasion, nous réclamons une indemnité de logement pour tous les agents du secteur primaire qui font partie des 12% des agents de l’Etat non bénéficiaires de cette indemnité de logement.»
Malgré l’ouverture des négociations, l’intersyndicale a décrété hier, une grève de 48h. «Car la seule condition pour reprendre le travail, c’est le paiement intégral et immédiat des primes internes», poursuivent les travailleurs du secteur primaire. Lors de cette Assemblée générale, tenue hier au niveau des Sphères ministérielles de Diamniadio, les secrétaires généraux ont annoncé une nouvelle marche le jeudi 20 octobre à la Place de l’Obélisque, après l’interdiction de celle qui avait été prévue le 14 octobre dernier.
Il faut savoir que les travailleurs du secteur primaire enchaînent des mots d’ordre de grève depuis plus d’un mois, après que l’ex-ministre des Finances et du budget, Abdoulaye Daouda Diallo, a décidé «de supprimer l’indemnité ou prime qui avait été octroyée à l’ensemble des agents du secteur primaire par le président de la République Macky Sall». Dans ce cadre, «l’Intersyndicale Synttas/Sytrapas/Snte, pour faire face à cette décision qu’elle qualifie de forfaiture», avait déroulé son premier plan d’actions commun la semaine dernière avec un débrayage le lundi 26 septembre, suivi d’une grève générale de 72h.
Durant leur grève, les agents du secteur primaire vont procéder à la rétention des informations administratives, au boycott des examens et concours des centres de formation techniques, à l’arrêt systématique des traitements phytosanitaires par les services de la Direction de la protection des végétaux (Dpv), à l’arrêt des inspections de produits halieutiques, et des inspections des usines, navires et armements.
De même, ils ont décidé de suspendre «la délivrance des permis d’importation et des certificats phytosanitaires, de l’arrêt des analyses des produits halieutiques, du boycott de la campagne de vaccination et du seromonitoring, du boycott du contrôle et l’inscription des viandes au niveau des abattoirs et aires d’abattage», entre autres.
