    Le Forum civil fait une lecture pointue du filtre du parrainage : « Il nous sera très difficile d’apporter des précisions sur les failles ou forces du système de Parrainage » (Birahime Seck)

    Après le passage de la première partie du filtre du parrainage, le coordonnateur du Forum Civil section Sénégal reste optimiste pour un scrutin transparent, apaisé, malgré les dénonciations de l’opposition sur le processus.
    « Il nous sera très difficile d’apporter des précisions sur les failles ou forces du système de parrainage »
    Le parrainage et une compétition et dans une compétition il y a des gagnants et des perdants. Mais, pourvu que les règles soient transparentes, justes et équilibrées. Mais de fond-en comble, au niveau du Forum Civil, il nous sera très difficile d’apporter des éléments d’appréciation objectifs du moment où le Forum Civil n’a pas été associé à la commission de dialogue politique qui avait décidé des modalités de mise en place du parrainage.
    Mais le Forum Civil n’est pas dans le processus de contrôle du parrainage au niveau du Conseil Constitutionnel.
    Quand nous avions demandé à intégrer la commission politique du dialogue national, à l’époque l’opposition comme le pouvoir ainsi que la société civile s’étaient opposés à notre entrée dans cette commission. Au niveau du Conseil Constitutionnel également à la commission de contrôle du parrainage, nous ne sommes pas associés. C’est pourquoi, il sera très difficile pour le Forum Civil d’apporter des éléments de précision sur les failles éventuelles ou forces du système de parrainage. 
    « Il serait important que les membres de la commission puissent apporter les éclairages sur les griefs soulevés sur le système. »
    Cependant nous pensons qu’il serait très important que les membres de la commission de parrainage puissent sortir pour apporter les éclairages sur les griefs soulevés par une partie de l’opposition sur le système de parrainage, sur la technicité qui a été utilisée par rapport à la distribution des clefs, sur le doublon. 
    Ce sont ces membres-là qui sont habilités à apporter les réponses nécessaires aux questions soulevées par une partie de l’opposition. 
    « La commission chargée de la vérification du parrainage est dans une obligation d’informer … sur les candidats acceptés et recalés »
    Pour rendre effectif le droit à l’information des citoyens, la commission chargée de la vérification du parrainage est dans une obligation d’informer les populations sur les conditions qu’ils ont utilisées pour pouvoir éliminer ou accepter certains candidats. C’est le minimum dans une démocratie. Il y a une obligation que la commission parle aux sénégalais sur les conditions qui ont prévalu à la sélection de candidatures. 
    « Notre souhait, c’était d’avoir une élection inclusive »
    La matière électorale est assez complexe. Notre souhait au niveau du Forum Civil, c’était d’avoir une élection inclusive où toutes les parties auront la possibilité de participer à l’élection et que le dernier mot puisse revenir aux citoyens. Donc ce que nous demandons fondamentalement, c’est le respect du droit que ce soit la DAF, la DGE, le Conseil Constitutionnel ou encore la justice.
    Maintenant le jeu politique reste un jeu politique, mais nous appelons les sénégalais à la sérénité, le Sénégal reste le Sénégal, une compétition électorale reste une compétition électorale, je pense que les partis politiques l’opposition comme le pouvoir et même les candidats indépendants et les acteurs chargés de la supervision des élections pourront organiser une élection transparente et permettre de garder la paix et la concorde surtout avec les tensions qu’on constate dans la sous-région.
