Créé en 2016 par le président Macky Sall, le Haut Conseil des collectivités territoriales (HCCT) a pour entre autres missions d’élargir les espaces de dialogue, de consultation et de concertation dans le processus de prise de décisions qui engagent la vie des collectivités territoriales pour une meilleure inclusion des citoyens dans l’identification des besoins et des priorités ainsi que dans la conception et la mise en œuvre des politiques de décentralisation.
Pour assurer plus d’équilibre, 80 conseillers sont élus au suffrage universel indirect et 70 sont désignés par le chef de l’Etat parmi les membres de la société civile, les organisations socioprofessionnelles et diverses catégories de la société. Ce, pour un mandat de 5 ans. Le mandat des membres l’institution dotée d’un budget de plus de 8 milliards FCFA s’est achevé depuis septembre 2021. Une nouvelle élection est prévue le 4 septembre 2022. Mais elle est boycottée par l’opposition sénégalaise qui dénonce son manque d’utilité.
Le HCCT demeure aussi un mystère pour la majeure partie de la population qui ignore son rôle et son importance. Lors d’un micro-trottoir réalisé par PressAfrik, il est ressorti des interrogations que « l’Etat du Sénégal devrait dissoudre cette structure et mettre ces milliards dans l’agriculture, l’élevage, l’inondation et entre autres ».
