Jadis l’un des contempteurs des troisièmes mandats en Afrique, le président Macky Sall élu en 2012 contre son mentor Abdoulaye Wade qui postulait justement à un troisième mandat, est dans une logique de Wakh Wakhete. Selon le Dr Cheikh Tidiane Dieye, le Sénégal, le Togo et la Côte d’ivoire ont rejeté la limitation des mandats présidentiels à l’ordre du jour lors du dernier Sommet de la CEDEAO.
Le Sénégal, le Togo et la Côte d’ivoire sont les trois pays sur les quinze de la CEDEAO qui ont refusé de signer m, la semaine dernière, à Accra (Ghana) un amendement du protocole de l’organisation sous-régionale sur la démocratie et la gouvernance, renseigne le Dr Cheikh Tidiane Dièye, Vice-président du Conseil départemental de Ziguinchor qui faisait face à la presse ce jeudi 16 juin.
Selon le leader du mouvement « Avenir Sénégal Bi nu Beug », le Sénégal, à travers son ministre des Affaires étrangères Aïssata Tall Sall, a émis une réserve sur un amendement de la CEDEAO consistant à renforcer la démocratie en Afrique. Cet amendement qui stipule que les « Chefs d’Etat, membre de la Cedeao n’auront plus le droit d’exercer plus deux mandats, n’a pas été signé et mieux, qu’il est interdit de modifier la Constitution à six mois des élections ».
« le refus du Sénégal d’obtempérer à cette disposition de la Cedeao révèle les projets du Président MackySall à aspirer à une validation de sa troisième candidature pour la Présidentielle de 2024 », a sous-entendu le Dr Cheikh Tidaine Diéye.
Ce protocole devrait notamment imposer la limitation des mandats présidentiels à deux ainsi que l’impossibilité pour les États membres de modifier la loi électorale dans les 6 mois qui précèdent une élection.
En l’en croire, 12 pays ont voté pour et trois ont émis des réserves. Ces derniers sont le Sénégal, le Togo et la Cote d’ivoire.
