Mouvements d’humeur abusifs et des sit-in à n’en plus finir : La militarisation totale pour « soigner » l’hôpital Principal de Dakar ?
Mardi dernier, les travailleurs civils de l’hôpital Principal de Dakar ont encore organisé un sitin, un de plus, pour exiger de la Direction le respect d’énièmes accords signés avec eux. Des accords « financiers » bien sûr et comme toujours. Inutile de dire que ces mouvements d’humeur répétitifs entravant la circulation des ambulances et des malades dans cet hôpital d’instruction des Armées sont incompatibles avec la discipline militaire. Face à cette situation inadmissible de prise en otages permanente des usagers de cet établissement public, « Le Témoin » a appris que l’Hôpital Principal de Dakar se prépare à un processus de militarisation totale à l’image de l’Hôpital militaire de Ouakam (Hmo).
Pour exiger de la direction de l’Hôpital Principal de Dakar dirigée par un médecingénéral le respect d’accords financiers (indemnités et arriérés) signés avec elle, le Syndicat des travailleurs civils était en mouvement d’humeur pour manifester sa colère. Cela se passait mardi dernier devant cet hôpital d’instruction des Armées où la circulation des ambulances et des malades a été entravée.
Au delà d’un simple sit-in, les syndicalistes ont menacé d’aller en grève les prochains jours. Du coté de la Direction de l’hôpital Principal, on assure que ces « engagements » n’existent que dans l’imagination des syndicalistes dès lors que tous les accords signés ont été respectés.
« Le Témoin » vous révèle d’ailleurs que les autorités militaires encouragées par d’autres administrateurs civils comptent déclencher un processus de militarisation totale de l’Hôpital Principal de Dakar. Un ancien directeur de la Santé militaire confirme et explique qu’« il faut que les travailleurs civils sachent q ue cette institution est un domaine militaire ! Donc, il est temps de mettre fin à cette pagaille qui est contradictoire avec la discipline militaire. Car l’Armée a ses valeurs, ses lois et ses règlements que le commandement ne doit pas laisser piétiner par des personnels civils » rappelle cet ancien médecin-colonel des Armées.
Avant d’ajouter : « Allez faire la revue des troupes, vous y verrez des militaires du rang (hommes et filles) comptables, infirmiers, biologistes, ambulanciers, caissiers, cuisiniers, sages-femmes etc. qui peuvent remplacer les personnels civils de l’hôpital Principal de Dakar. Des médecins-militaires, n’en parlons pas ! Donc, il est temps de militariser carrément cette institution des Armées qui fait la fierté de la sous-région puisque c’est notre Val-de-Grâce national » confie ce médecin-colonel des Armées à la retraite.
Hôpital militaire de Ouakam (Hmo), un exemple !
Toujours est-il que pour les syndicalistes « rivaux » ou parallèles, certains travailleurs civils sont toujours dans leur logique de siphonner les ressources financières de l’hôpital par des revendications pécuniaires à longueur d’année. Et surtout en cette période de campagne électorale considérée comme un moment de grands chantages sociaux.
« Vous savez, les salaires et les diverses primes coûtent à l’hôpital près de 800 millions cfa par mois. Avec l’’accord des partenaires sociaux, une prime de 75. 000 cfa a été accordée à toutes les catégories de personnels. Et cela a l’avantage de ne pas dépendre des recettes et de l’équité par non influence du grade. C’est pour cela que, jusqu’à ce jour, c’est ce compromis qui prévaut. Malheureusement, les syndicalistes demandent l’augmentation de cette prime à 125 000 cfa. La direction a fait la proposition au Conseil d’administration qui a estimé que l’hôpital ne peut pas soutenir une telle augmentation compte tenu de sa situation financière. Quant au paiement des arriérés de requalification, il est lié aux salaires et sera payé dès cette fin du mois. Donc que veulent-ils ? » s’étrangle un des syndicalistes dépeints comme des « défaillants ».
Toujours est-il que nombreux sont des observateurs militaires qui pensent que l’heure de réglementer le syndicalisme dans ce domaine militaire a sonné !
Ce en attendant un processus de militarisation totale à l’image de l’Hôpital Militaire de Ouakam (Hmo) ou de l’Hôpital de gendarmerie de la Caserne Samba Diéry Diallo de Colobane « parce que les hôpitaux appartiennent aux malades et nous devons faire en sorte qu’ils restent leur propriété par une gouvernance qui ne consacre pas les ressources financières à des primes et des salaires au détriment de leur raison d’être qui de faire des investissements et acquérir des équipements et des médicaments pour soigner les malades » indique notre médecin-colonel et ex-directeur de la Santé militaire «
Qui aurait imaginé un tel sit-in au sein de l’Hôpital de la caserne Samba Diéry Diallo ou à l’Hôpital militaire de Ouakam qui sont des domaines militaires comme l’Hôpital ? » s’interroge-t-il avec désolation
