Le bureau du conseil d’administration (Bca) de la Cosydep a rendu publique un document dans lequel il exprime ses craintes face aux menaces qui planent sur l’année 2023-2024. Ce, à cause des différents évènements que le Sénégal entend traverser en 2024.
L’année 2024 sera une année particulièrement rythmée avec beaucoup d’évènements qui planent notamment la participation des Lions à la Can en janvier et l’élection présidentielle de février.
Avant ces échéances, les élections de représentativité syndicale se tiendront le 12 décembre prochain.
Autant d’évènements qui risquent de troubler le système éducatif. A cela s’ajoute selon le Bca «la dégradation progressive du climat scolaire avec les alertes des acteurs, les grèves d’avertissement des syndicats d’enseignants, les manifestations d’élèves, la fermeture prolongée des universités combinée au réchauffement du front social».
Avec cette situation, ce sont au total quatre points jugées «critiques» qui ont été décelés à la lumière des données démographiques issues du dernier recensement de la population (ANSD) mais aussi du budget de l’éducation inscrit dans la loi de finance initiale 2024.
Il s’agit de la maitrise des facteurs endogènes, de l’anticipation sur les facteurs exogènes, la mise en œuvre des réformes annoncées, et la résolution de la crise universitaire. Il faut alors «faire en sorte qu’aucune perturbation majeure ne vienne de l’intérieur du système scolaire et universitaire», a mentionné le Bca de la Cosydep.
L’instance appelle les autorités à «résorber les déficits récurrents signalés (enseignants, infrastructures, mobiliers) et planifier les besoins en intrants induits par la mise aux normes des établissements, de veiller à la tenue régulière des réunions sectorielles et au fonctionnement des comités de suivi des accords entre syndicats et gouvernement et de faire preuve de disponibilité et d’accessibilité envers le système».
Par ailleurs le Bca a appelé la communauté éducative à « rester vigilante » face à toute velléité d’agitation extérieure pouvant affecter le système éducatif.
Sur la fermeture des universités, la Cosydep estime que «le maintien des étudiants loin du campus risque d’entraîner de graves conséquences en termes de perte sur le temps d’étude, d’abandons massifs, de tentations qui les éloignent des espaces d’éducation et de formation».
«Il faut ouvrir les campus sociaux et pédagogiques des universités publiques du Sénégal, comme réclamé par les étudiants et les syndicats du supérieur », suggère-t-elle.
