Selon le chroniqueur judiciaire, le gouverneur fait de l’amalgame, parce que la loi sur le CNRA, qui date de 1996 ne vise que la presse audiovisuelle, la presse d’une manière générale en période électorale. « Cette loi qui interdit la propagande en période de pré-campagne, impose tout simplement aux journalistes de ne pas faire écho d’un certain nombre de propagande électorale », a fait savoir Daouda Mine sur la Rfm.
Selon ses explications reprises par Senego, l’interdiction de la propagande en période de pré-campagne n’a absolument rien à voir avec la liberté qui est donnée à tout citoyen d’organiser une manifestation. « La manifestation pacifique est une liberté publique, qui est garantie par la Constitution. Dès lors, elle ne doit pas être violée et une restriction ne peut être apportée que pour protéger l’ordre public » , a-t-il ajouté.
