Mes très chers compatriotes
Le 17 juin 2021, je fus radié des cadres de la gendarmerie sénégalaise, suites à une injustice que nulle n’ignore chez nous, je me suis néanmoins abstenu de toute forme de protestation, en usant uniquement des voies et recours que la législation m’offre.
J’ai alors décidé de saisir la justice depuis le 13 aout 2021, d’un recours pour excès de pouvoir pour faire annuler le décret que j’ai considéré illégal. Malheureusement, une année après cette saisine de la haute cour, je n’ai été informé d’aucune suite réservée à mon dossier.
Parallèlement, comme vous l’avez tous constaté, j’avais entamé une reconversion sociale en poursuivant mes études à l’université de Dakar. C’est ainsi qu’à la suite d’un master2 et d’une inscription en doctorat, j’ai décidé de postuler dans l’enseignement privé, conformément aux dispositions de la loi. J’ai été recruté par l’Institut Africain de Management (IAM), où je n’ai pu dispenser que deux cours, avant que l’institut privé ne mette un terme à mon contrat le 11 avril 2022, suite à une pression exercée par le ministre de l’enseignement supérieur, qui le reconnaitra publiquement à travers un communiqué sur sa page Facebook.
La semaine suivante, le 19 avril 2021, le maire de la ville de Dakar m’a signé un contrat en me nommant conseiller technique en charge de la sécurité urbaine, en remplacement d’une personne qui exerçait la même fonction depuis 2012. Le lendemain de ma nomination, le ministre des collectivités locales déclarera publiquement que je ne percevrai pas de salaire sauf si le maire de la ville décide de me rémunérer de sa poche, en invoquant des motifs fallacieux.
Aujourd’hui, cela fait cinq (05) mois depuis la date de ma signature du contrat avec monsieur Barthélémy DIAS, cinq mois également depuis que l’Etat du Sénégal a décidé de suspendre les salaires de l’ensemble des membres de son cabinet.
Pour ceux qui l’ignorent, je rappelle que je suis un Sénégalais ayant servi pendant 09 années sous les drapeaux, jouissant de tous mes droits civiques, je n’ai jamais été jugé encore moins condamné par un tribunal sénégalais.
Alors je me suis demandé depuis lors, pourquoi autant d’acharnement, autant de haine des gouvernants contre un citoyen qu’ils doivent protéger et garantir la survie conformément à leur engagement constitutionnel.
Chers gouvernants que représente pour vous l’engagement de notre pays à l’organisation internationale du travail qui garantit à tout citoyen le droit de tendre à un travail décent ?
Que faites-vous de la déclaration universelle des droits de l’homme qui stipule clairement que toute personne a droit au travail, au libre choix de son travail, à des conditions équitables et satisfaisantes de travail et à la protection contre le chômage. Le droit de tous, sans aucune discrimination, à un salaire égal pour un travail qui l’est tout autant .
Pourtant les textes sont claires et désignent toute personne même les non nationaux alors que moi je suis Sénégalais de surcroit.
Cependant, je comprends votre démarche, digne d’ignorants apprentis d’État, comme si cela devait se répéter, cette main tendue d’une éternelle colonisation qui nécessite l’élimination des nôtres par tous les moyens, pour laisser place à la médiocrité et à l’injustice.
Face à cette attitude, je ne fuirai ni ne reculerai, je ferai face avec l’aide des Sénégalais et du tout-puissant Dieu le vivant.
Le capitaine Thomas Sankara nous disait que l’esclave qui n’est pas capable d’assumer sa révolte ne mérite pas que l’on s’apitoie sur son sort. Cet esclave répondra seul de son malheur s’il se fait des illusions sur la condescendance suspecte d’un maître qui prétend l’affranchir. Seule la lutte libère.
Il est vrai que je ne suis pas un esclave, mais je dois lutter pour me libérer et éviter que de telles pratiques ne perdurent.
Ainsi, nous avons décidé avec des sympathisants, de mettre en place un plan d’action dans les jours à venir pour participer activement dans l’assainissement politique de notre pays•
