Prévue par l’article 55 de la Constitution et encadrée par le dernier alinéa de l’article 98 de la loi n° 2002-20 du 15 mai 2002 portant Règlement intérieur de l’Assemblée nationale, la déclaration de politique générale que chaque Premier ministre est appelé à faire devant la représentation nationale ne s’est pas toujours déroulée dans les délais.
De 2000 à nos jours, seuls 6 chefs de gouvernement sur les 10 ont tenu leur Dpg dans les délais des trois mois prévus par les dispositions de cet article 98 du règlement intérieur de l’Assemblée nationale qui a été emportée par la réforme sur la suppression du poste de Premier ministre en 2019.
Le Premier ministre, Ousmane Sonko, va bientôt sacrifier à la tradition de la déclaration de politique générale devant la représentation nationale.
Sauf tsunami ! La date de ce rendez-vous tant attendu sera connue aux termes du processus de mise à jour du règlement intérieur de l’Assemblée nationale enclenché par les présidents des trois groupes parlementaires et le représentant des non-inscrits à l’issue de leur réunion tenue le mardi 16 juillet dernier, comme l’avait annoncé le chef de l’État, Bassirou Diomaye Diakhar Faye lors de sa première conférence de presse sur ses 100 premiers jours de gouvernance.
D’ailleurs, le comité chargé de conduire ce travail de mise à jour du règlement intérieur va démarrer incessamment ses travaux.
Lesquels seront sanctionnés par un rapport qui sera déposé sur le bureau du président de l’Assemblée nationale en vue de sa validation par le bureau et la conférence des présidents avant d’être soumis à l’approbation de la plénière.
Partant de cette nouvelle tournure, il faut dire que l’actuel Premier ministre va rejoindre la liste de ses prédécesseurs qui n’ont pas fait leur déclaration de politique générale au-delà du délai des trois mois prévus par le dernier alinéa de l’article 98 de la loi n° 2002-20 du 15 mai 2002 portant Règlement intérieur de l’Assemblée nationale qui fait partie des articles abrogés en 2019 par la réforme portant suppression du poste de Premier ministre.
Seuls Pm se sont présentés à l’Assemblée nationale dans les délais
En effet, sur les 10 Premiers ministres que le Sénégal a connus depuis 2000, seuls six d’entre eux se sont présentés à l’Assemblée nationale dans le courant des trois mois qui ont suivi leur nomination.
Aminata Touré à été le plus exemplaire.
Deuxième femme à accéder au poste de Premier ministre du Sénégal après sa nomination par le Président Macky Sall le 1er septembre 2013, Aminata Touré dont le slogan de gouvernement était « accélérer la cadence », s’est présentée à l’Assemblée nationale le 28 octobre 2013, soit moins de 2 mois après sa nomination.
Avant dernier chef de gouvernement du Président Macky Sall, Amadou Ba fait lui aussi sa déclaration de politique générale, le 12 décembre 2022, dans le délai des trois mois qui ont suivi sa nomination le 17 septembre de la même année.
Les quatre autres anciens Premiers ministres qui ont respecté ce délai de trois mois sont Moustapha Niasse qui s’est présenté à l’Assemblée nationale alors dominée par les Socialistes pour faire sa Dpg, le 20 juillet 2000, soit 3 mois après sa désignation le 3 avril par le Président Wade pour former le premier gouvernement de la première alternance démocratique.
Dans cette liste figure également le président du parti Rewmi, Idrissa Seck. Nommé le 4 nombre 2002 pour remplacer à la Primature Mame Madior Boye dont le gouvernement a été emporté par le drame du bateau « Le Joola », le Premier ministre Idrissa Seck fait sa Dpg le 3 février 2002, soit 3 mois après sa nomination. Il en est de même pour Hadjibou Soumaré.
Promu par le président Abdoulaye Wade le 19 juin 2007 pour remplacer Macky Sall qui avait démissionné pour diriger la liste de la coalition Sopi lors des législatives de 2007, l’ancien ministre délégué auprès du ministre de l’Économie et des Finances chargé du Budget et de l’Habitat depuis 2001 s’est présenté à l’Assemblée nationale le 17 septembre 2007, soit 3 mois après sa nomination.
Son remplaçant Souleymane Ndéné Ndiaye n’a pas lui aussi dérogé à cette règle.
Désigné le 30 avril 2009 par le Président Wade pour succéder à Cheikh Hadjibou Soumaré démissionnaire, le Premier ministre Souleymane Ndéné Ndiaye a accompli sa Déclaration de politique générale dans les délais des 3 mois, le 23 juillet 2009.
Macky Sall et Abdoul Mbaye dans la liste des hors-la-loi
Outre ces chefs de gouvernement qui se sont illustrés par leur respect du dernier alinéa de l’article 98 de la loi n° 2002-20 du 15 mai 2002 portant Règlement intérieur de l’Assemblée nationale qui dispose que « La déclaration de politique générale doit intervenir au plus tard trois (03) mois après l’entrée en fonction du Gouvernement.
L’Assemblée nationale doit en être informée huit (08) jours au moins avant la date retenue », il y a ce qu’on pourrait considérer comme les élèves de Mme Mame Madior Boye. Désignée le 3 avril 2001 pour succéder à Moustapha Niasse, l’ancienne magistrate n’a pas été seulement la Première femme à occuper le poste de Premier ministre au Sénégal.
En prenant cinq mois environ pour préparer sa déclaration de politique générale qu’elle présente le 1er août 2001, elle a été également la première à s’illustrer dans cette violation du délai de trois mois depuis 2000. Elle est suivie par Macky Sall. 4e Premier ministre du Président Abdoulaye Wade. Le président sortant du Sénégal fait partie des chefs de gouvernement qui n’ont pas respecté le délai des trois mois.
En effet, nomme Premier ministre le 21 avril 2004 pour remplacer Idrissa Seck lui aussi emporté par les fameux chantiers de Thiès, Macky Sall ne s’est présenté à l’Assemblée nationale pour faire sa Dpg que le 20 octobre 2004, soit 5 mois après sa nomination.
Il en est de même pour Abdoul Mbaye, son premier chef de gouvernement après l’avènement de la deuxième alternance démocratique. Nommé Premier ministre le 3 avril 2012 par Macky Sall, au lendemain de sa prestation de serment, Abdoul Mbaye a fait sa Dpg le 10 septembre 2012, soit 5 mois après.
Quid enfin du regretté Mahammed Boune Abdallah Dionne ?
Nommé le 6 juillet 2014 Premier ministre par le président Macky Sall en remplacement de Mme Aminata Touré emportée par la défaite de la coalition au pouvoir lors des élections locales du 30 juin de la même année, devant la liste conduite par l’ancien maire de Dakar, Khalifa Ababacar Sall, Mahammed Boune Abdallah Dionne qui nous a quittés le 5 avril dernier n’a pas lui-aussi échappé à ce pied de nez au règlement intérieur de l’Assemblée nationale.
L’ancien chef du gouvernement avait pris en effet 4 mois avant de se présenter à l’Assemblée nationale, le 11 novembre 2014, pour faire son grand oral.
