Créé en 2004, le Fonds national de promotion de l’entreprenariat féminin (Fnpef) peut se satisfaire de son bilan d’étape. Selon son administrateur général, Abdoulaye Dayibou Seck, rien que pour ces trois dernières années, 2837 projets de femmes ont été financés pour un montant de 1 771 033 170 FCFA.
Dans cet entretien exclusif au « Journal de l’économie sénégalaise (Lejecos), il est revenu sur le cadre institutionnel et les missions du Fonds national de promotion de l’entreprenariat féminin (Fnpef), mais aussi son impact socio-économique. Dans le lot des chantiers en cours, il informe que le plus important est le financement des Unités de développement des femmes (Udf).
Monsieur l’Administrateur, pouvez-vous succinctement, présenter le cadre organisationnel et les missions du Fnpef, mais aussi les partenaires et bénéficiaires du fonds ?
En résumé, on peut dire que le Fonds national de promotion de l’entreprenariat féminin (Fnpef), a été créé en 2004 par décret.
C’est une initiative des autorités visant d’une part, à renforcer les capacités techniques et managériales des femmes et des jeunes filles et, d’autre part, à leur faciliter l’accès au financement.
En effet, tout est parti d’une étude diagnostique qui avait fini de démontrer que les femmes, malgré leur poids démographique (+ de 50,9%) de la population totale, et pouvant constituer jusqu’à 70% de la main d’œuvre agricole rurale en fonction des localités du pays, éprouvaient encore de réelles difficultés à accéder au capital de départ.
Ainsi, la mise en place de cette structure a pour but essentiel de permettre, aux entrepreneures potentielles ou réelles, d’accéder aux ressources financières à des conditions assouplies pour mener leurs activités économiques. Le fonds de ce point de vue entre en droite ligne des objectifs du Plan Sénégal émergent (PSE) dont les femmes sont considérées comme un pilier important.
En effet, la création du Fonds a pour mission de soutenir l’entreprenariat féminin à travers l’offre de services financiers et non financiers. Pour le service financier, il s’agit essentiellement du financement des projets des femmes.
Pour ce qui concerne le volet financement, les partenaires du Fonds sont les institutions financières dont leur métier est de faire du crédit notamment les Systèmes financiers décentralisés (Sfd). Ces derniers sont chargés de la mise à disposition des financements auprès des bénéficiaires que sont les femmes. A ce niveau, il faut juste préciser que les financements sont octroyés aux conditions définies par le Fonds
Aujourd’hui, dans le portefeuille du Fnpef on compte plus d’une dizaine (10) de systèmes financiers décentralisés partenaires choisis en fonction de leur implantation géographique et de leur proximité avec la cible pour faciliter les opérations courantes liées au financement mais aussi le suivi des projets et plus tard la mise en relation.
Il urge de relever aussi qu’une convention vient d’être signée avec la Banque nationale de développement économique (Bnde) toujours dans la même lancée consistant à dynamiser le secteur de l’entreprenariat féminin.
Quant au service non financier, on peut le résumer au renforcement du capital humain et l’appui à l’élaboration de dossiers de projets.
S’agissant du cadre organisationnel, le Fonds est logé au niveau du Ministère en charge de la femme, avec un Comité de gestion multi-acteurs venant d’horizons divers et intervenant dans l’écosystème entrepreneurial féminin en particulier.
Quels sont les indicateurs de votre intervention dans l’écosystème entrepreneurial, quelle appréciation en faites-vous ? Quelle est la contribution réelle au programme Kheuyou Ndaw Yi ?
Permettez-moi, d’abord de m’arrêter sur un indicateur important de notre intervention, à savoir la situation de la demande au niveau du fonds, qui aujourd’hui est à hauteur de 5 135 050 011 de FCFA.
Cet indicateur marque si besoin est la vitalité économique de la cible, et surtout l’envie d’être une véritable force économique avec de vraies capitaines d’entreprise.
Pour ce qui relève du bilan des réalisations sur les trois dernières années (2020-2022), il est chiffré, je le rappelle à 2837 projets de femmes financés pour un montant de 1 771 033 170 FCFA. Je précise que ces femmes évoluent dans divers domaines d’activités comme l’agriculture, la transformation des produits locaux, le commerce, la coiffure, la couture. Il faut noter que le Fonds dispose d’un budget moyen de 500 millions de FCFA par an.
Le bon taux de remboursement a permis aussi d’élargir la surface d’intervention dans les financements, dans un secteur où, il est vrai, il y a d’autres intervenants dans le secteur tels que la Der, le Fongip etc.
C’est vous dire que les autorités ont pris à bras le corps cette problématique, que constitue le développement du secteur de l’entreprenariat féminin pour en faire un des moteurs de notre économie.
S’agissant de notre contribution au programme « Xeuyu Ndawyi » lancé en avril 2021 par le Chef de l’Etat, le Ministère en charge de la Femme avait initié, en 2022, un programme « Yokute Jiguen ñi » qui est une plateforme spéciale destinée à accélérer les financements de la cible « femme et jeune fille ».
Elle avait pour objectif spécifique de densifier l’accès des femmes aux ressources financières, la promotion et le développement de l’entreprenariat féminin par l’auto emploi. Ce programme avait mobilisé une enveloppe de 1 294 950 000 FCFA. Le Fonds y a contribué à hauteur de cent cinquante millions (150 000 000) FCFA pour trois cent (300) projets de femmes touchés.
Comment en termes d’impact socio-économique, les actions réalisées par le Fnpef contribuent – elles au développement de l’entreprenariat et à la facilitation de l’accès au crédit ?
Une étude de capitalisation est en vue pour mesurer l’impact réel de notre intervention sur la cible. Les résultats de cette étude seront partagés avec l’ensemble des acteurs du secteur.
Maintenant, le suivi rapproché des bénéficiaires de financement a permis de constater que les conditions avantageuses des crédits octroyés ont encouragé sensiblement bon nombre de femmes à mener des activités génératrices de revenus.
Le Fonds contribue au renforcement des capacités managériales et en gestion des femmes entrepreneures, potentielles ou réelles. De quoi s’agit- il concrètement ?
En réalité, le Fonds offre un paquet de services dont le financement n’est qu’un pan de la chaine de valeur du système entrepreneurial. En effet, il y’a un accompagnement ex-ante qui consiste principalement à l’appui , à la structuration de leur idée de projet, l’élaboration du plan d’affaires et au renforcement de capacités, qui constituent des éléments importants pour la viabilité du projet.
De même, les activités de suivi post financement concourent à aider les bénéficiaires à identifier de nouveaux marchés.
Ainsi, le but du Fonds est de créer des conditions qui favorisent l’émergence de femmes entrepreneures dotées de capacités managériales suffisantes pour gérer et pérenniser leurs activités.
Concrètement, il s’agit des modules en dynamique des organisations communautaires de base (Ocb), éducation financière, techniques de transformation de produits locaux etc.
Y’a-t-il des synergies d’action entre le Fnpef et les autres fonds publics existants (Der, Fongip, Fncf, etc…)
Au niveau intra-ministère (la tutelle), effectivement il y a une synergie d’actions entre les différents mécanismes pour assurer une plus grande efficience et plus d’efficacité dans les interventions. Juste noter qu’au niveau du ministère de la Femme, en plus des projets et programmes destinés au secteur de l’entreprenariat féminin, il y a aussi le fonds national de crédit pour les femmes.
Au niveau inter-ministère, suite à une instruction du Président de la République, une série de réunions a été tenue à la primature sous la présidence du Premier Ministre.
L’objectif est de voir comment harmoniser les systèmes d’information des différents mécanismes de financement, afin d’éviter les biais dans les financements. La structure Senum.SA a été désignée pour finaliser le travail et proposer un modèle de système d’information harmonisé unique. Une expérience de collaboration avec la Der a été initiée en 2022. L’objet était d’expérimenter la digitalisation en utilisant la plateforme de la Der pour toucher des cibles au niveau national.
Quels sont les chantiers en cours du Fnpef?
Le Fnpef dénombre plusieurs chantiers en cours dont le plus important est le financement des Unités de développement des femmes (Udf). C’est une nouvelle démarche du Ministère visant à faciliter l’accès des femmes au financement à travers leurs organisations faitières.
Les Udf ont été conçues comme un moyen d’accompagnement des femmes, utilisant une approche novatrice, qui regroupe les femmes en unité pour un cadre d’épanouissement.
Ces femmes bénéficieront de financements, de formations dans plusieurs domaines, ainsi que d’une formalisation de leurs organisations respectives. Elles seront des actrices de premier rang dans le cadre du suivi des activités de financement et de recouvrement par le biais de la responsabilisation et de l’implication des membres, dans le cadre du processus de financement de leurs activités.
Au mois de mars dernier, il a été tenu les premières assises de l’entreprenariat féminin et de l’autonomisation des femmes.
Je profite d’ailleurs de votre tribune pour encore remercier Madame le Ministre de la Femme pour cette initiative inédite dans le secteur. Lesdites assises avaient en effet, permis de sortir de façon consensuelle une dizaine de résolutions fortes, parmi lesquelles on peut noter, l’accès des femmes au foncier productif, le renforcement des ressources financières du secteur etc……
Chaque point constitue pour le Fonds un chantier énorme dont certaines actions sont déjà contenues dans le plan d’action de cette année.
