L’enquête sur un présumé scandale financier à l’Agence nationale de la maison de l’outil (Anamo) révèlerait un détournement de plus de 500 millions de francs CFA issus du Fonds Force Covid-19. L’ancien directeur administratif et financier (DAF), Omar Ndiaye, aurait mis en cause l’ancien directeur général, Maodo Malick Mbaye, qui serait actuellement introuvable, d’après des informations rapportées par L’Observateur.
La Section de recherches de Thiès aurait bouclé son enquête sur ce dossier qualifié d’explosif, impliquant Omar Ndiaye ainsi que 16 autres personnes. Ces dernières seraient poursuivies pour un détournement présumé de fonds publics portant sur plus d’un demi-milliard de francs CFA, censés provenir du Fonds Force Covid-19.
Ces fonds auraient été destinés à financer des programmes de formation professionnelle au profit des jeunes, mis en œuvre à travers des procédures de Demande de renseignement et de prix (DRP). Toutefois, de nombreuses irrégularités auraient été relevées dans l’exécution des projets.
Alerté, le parquet financier aurait saisi la Section de recherches de Thiès afin de tirer cette affaire au clair, ce qui aurait conduit aux premières arrestations. Omar Ndiaye ainsi que plusieurs fournisseurs auraient été interpellés.
Face aux enquêteurs, l’ancien DAF aurait désigné Maodo Malick Mbaye, ancien directeur général d’Anamo, comme principal responsable.
Ce dernier, actuellement au Maroc selon certaines sources, aurait été le seul à détenir le pouvoir de signature dans les procédures de passation de marchés, toujours d’après les propos d’Omar Ndiaye, qui chercherait ainsi à se décharger de toute responsabilité.
Du côté des fournisseurs, plusieurs auraient reconnu avoir perçu des montants sans exécuter les prestations prévues contractuellement.
Parmi eux figurerait Bassirou Fall, déjà cité dans d’autres affaires liées au Fonds Force Covid-19, et qui aurait été placé sous contrôle judiciaire après avoir versé une consignation de 11 millions de francs CFA.
Cependant, à peine 24 heures après sa libération, il aurait été de nouveau interpellé, cette fois pour une nouvelle affaire portant sur un montant supérieur à 18 millions de francs CFA, toujours en lien avec les présumées malversations autour de l’Anamo.
Omar Ndiaye et ses co-prévenus, qui auraient fait l’objet d’un retour de parquet, devraient être fixés sur leur sort le mardi 22 avril, selon les dernières informations disponibles.
