Un vent de contestation souffle de plus en plus fort au Sénégal. Les enseignants du supérieur, les médecins, les étudiants expriment leur mécontentement. D’autres secteurs qui ont connu une certaine accalmie, se font entendre avec force pour faire valoir leurs revendications socioprofessionnelles.
Face à cette situation, on se demande si les réformes telles que la réduction des salaires et celle des subventions de l’électricité annoncées par le gouvernement ne vont-elles pas causer un embrasement du front socal ?
Face aux défis budgétaires importants du Sénégal, il est urgent de trouver des voies et moyens pour une sortie de crise économique.
Invité de l’émission Point de vue sur la RTS dimanche dernier, 16 février, le ministre secrétaire général du gouvernement, Ahmadou Al Aminou Lo a annoncé plusieurs réformes allant de la suppression de certaines agences publiques, la réduction des exonérations fiscales et des subventions sur l’électricité et le carburant pour une certaine couche, à la baisse des salaires élevés, entre autres.
Cette annonce intervient quelques jours après la publication du rapport de la Cour des Comptes qui révèle de « graves irrégularités » dans la gestion des finances publiques entre 2019 et mars 2024.
« Les résultats de l’audit ont mis en exergue des manquements d’une gravité inouïe. Le poids de la dette du Sénégal est extrêmement important et a freiné nombre de nos ambitions et initiatives », a dit le président de la République, Bassirou Diomaye Faye, samedi dernier.
Il y a de cela quelques semaines, il avait aussi annoncé que l’Etat du Sénégal est confronté à des contraintes budgétaires majeures, laissant très peu de marges de manœuvres financières. Le constat est « alarmant », à en croire les autorités. Toutefois, les réformes annoncées risquent d’embraser le front social qui est déjà en ébullition.
Près d’un an après l’installation du nouveau régime, les protestations se font de plus en plus audibles.
Plusieurs secteurs menacent et annoncent la couleur : éducation nationale, enseignement supérieur, santé. Le Syndicat autonome des Médecins, Pharmaciens et Chirurgiens-Dentistes du Sénégal (Sames) entame une grève de 48 heures ce mardi sur l’ensemble du territoire national, avec un service strictement limité aux urgences.
Le Syndicat autonome de l’enseignement supérieur (Saes) observe aussi une nouvelle grève de 48heures à partir de ce mardi 18 février.
Quant aux étudiants, ils réclament leurs bourses et de meilleures conditions d’études. De l’autre côté, le Syndicat des travailleurs du secteur primaire a déposé un préavis de grève afin d’exiger le respect du protocole d’accord signé le 1er décembre 2022 par le ministère de la Fonction publique.
Plusieurs syndicats se font entendre pour le respect des accords signés avec l’ancien régime.
D’autre part, les vagues de licenciement se multiplient dans les structures publiques. Au Port autonome de Dakar, à l’Aéroport international Blaise Diagne, au Commissariat à la Sécurité alimentaire et à la Résilience, des travailleurs se retrouvent au chômage.
Dans d’autres secteurs comme la direction de l’Agence nationale de la sécurité routière (Anaser) et la Caisse des dépôts et consignations (Cdc), il est proposé des plans de départ sociaux aux agents. Ce qui ne laisse pas indifférentes les centrales syndicales.
Face à la presse vendredi dernier, elles ont dénoncé l’accumulation des problèmes rencontrés par les travailleurs notamment les licenciements qu’ils qualifient d’abusifs à l’image de ceux dans le secteur pétrolier, au port de Dakar ou dans les administrations.
C’est pourquoi les centrales syndicales n’excluent pas d’aller vers une grève générale si le gouvernement ne répond pas à leurs revendications.
Le front social bout donc comme un volcan qui peut se réveiller à tout moment. Ajoutées à cela, les réformes envisagées par le gouvernement, l´explosion peut faire mal.
