Pour les acteurs qui étaient présents ce jeudi après-midi, au siège de la confédération nationale des travailleurs du Sénégal, à l’installation du comité de pilotage Ad Hoc pour la réforme, du décret 75-665 bis du 7 juillet 1979, il est temps d’aller vers un changement de paradigme de consommation.
À travers cette réforme de loi, il s’agit pour le Sénégal de faire de la souveraineté alimentaire une réalité en boostant le faible taux de production céréalier, avec des farines (maïs, mil, blé, manioc) prêt à l’usage et à des prix compétitifs.
Selon Amadou Gaye, le président de la Fédération nationale des boulangers du Sénégal, ceci devrait davantage encourager les investisseurs ainsi que les producteurs locaux. Toutefois, il n’a pas manqué d’inviter les consommateurs à faire preuve de patriotisme et à changer leurs habitudes alimentaires en privilégiant le « consommer local. »
Avec le concours du ministère du commerce, de l’Institut sénégalais de recherche agricole (Isra), du ministère de l’agriculture entre autres, cette réforme devrait être bientôt ficelée et appliquée dans les meilleurs délais.
Pour résorber le déficit de la balance commerciale, l’État du Sénégal avait à l’époque mis l’accent sur la diversification des cultures afin d’atteindre l’autosuffisance alimentaire, d’où le décret 75-665 bis du 7 juillet 1979 qui rendait obligatoire l’incorporation de la farine de mil dans le pain…
