30 novembre – Cérémonie d’ouverture
La 28e session de la Conférence des Parties à la CCNUCC (COP28), organisée par les Émirats arabes unis, s’ouvrira sur le site de « Dubaï Expo « qui a accueilli l’Exposition universelle de Dubaï en 2021 (« Connecting minds, creating the future »).
1-2 décembre – Sommet mondial action climat
Ces deux jours verront les chefs d’État et les dirigeants du monde se réunir pour aborder les problématiques climatiques les plus urgentes en dialoguant avec les dirigeants de la société civile, des entreprises, de la jeunesse, des organisations de peuples autochtones et d’autres parties prenantes. En règle générale, le Sommet aide à définir les ambitions pour le reste de la COP. Pour la COP28, cela ira plus loin ; La toute première réponse au Bilan mondial (GST) sera présentée lors du Sommet mondial action climat, et la présidence sollicitera des engagements et des responsabilités de la part des plus hauts niveaux de gouvernance mondiale sur la voie à suivre.
3 décembre – Santé/Secours, rétablissement et paix
Le changement climatique a déjà un impact sur la santé humaine sur toute la planète, depuis la qualité de l’air que nous respirons jusqu’à l’eau que nous buvons et les endroits qui nous offrent un abri. C’est également une cause majeure de déplacement de communautés vulnérables, entraînant une fragilité accrue qui peut compromettre la paix. Cette journée, une première pour la COP, explorera les moyens de venir en aide aux personnes touchées, tout en renforçant la résilience et le redressement conduisant à une stabilité accrue.
4 décembre – Finances/Commerce/Égalité des genres/Responsabilité
La finance est un catalyseur essentiel de l’action climatique. Cependant, ni les systèmes financiers mondiaux ni les réseaux commerciaux internationaux ne fonctionnent de manière efficace et équitable. Une réforme est nécessaire pour créer des conditions plus justes et plus égales pour que le monde – et en particulier pour les pays du Sud les plus vulnérables au changement climatique – puisse atteindre les objectifs climatiques collectifs. Cette journée se concentrera sur l’avancement de ce travail, tout en défendant l’importance de l’égalité des sexes dans l’ensemble du spectre de l’action climatique.
5 décembre – Énergie/Industrie/Transition équitable/Peuples autochtones
Le monde doit se décarboner rapidement, tout en continuant à progresser économiquement. Il est essentiel que ce développement se produise de manière durable et inclusive pour soutenir les vies et les moyens de subsistance, tout en protégeant la planète. La journée examinera le large éventail de solutions allant du déploiement des énergies renouvelables à grande échelle à la décarbonation de l’énergie d’aujourd’hui.
Il se concentrera également sur des solutions pour les industries à fortes émissions, notamment l’acier, le ciment et l’aluminium. Les peuples autochtones sont les gardiens de 80 % de la biodiversité de notre planète et la Journée des peuples autochtones reconnaîtra l’importance de leurs connaissances, pratiques et leadership intergénérationnels dans l’action climatique.
6 décembre – Action multi niveaux/Urbanisation/Environnement bâti/Transport
Cette journée offrira une occasion rare aux maires et gouverneurs, aux ministres et parlementaires, ainsi qu’aux dirigeants du monde des affaires et de la société civile, de travailler ensemble pour accélérer les solutions d’action climatique sous toutes leurs formes dans l’ensemble de la société. Il s’agira notamment d’explorer des questions telles que des systèmes de mobilité urbaine plus écologiques, des environnements bâtis et des infrastructures à faibles émissions de carbone et la réduction des déchets.
7 décembre – Jour de repos : Une pause pour réfléchir et se ressourcer
8 décembre – Jeunesse, enfants, éducation et compétences
Les enfants et les jeunes sont confrontés à des risques disproportionnés en tant que génération qui héritera de la planète, même s’ils ne sont pas responsables de leur contribution au changement climatique. Cette journée vise à donner aux enfants et aux jeunes les moyens de façonner les résultats de la COP28 et au-delà et à leur offrir des opportunités claires, définies et accessibles de jouer un rôle de premier plan dans les solutions proposées à tous les niveaux.

Les deux derniers jours de la COP28, il n’y aura pas de journées thématiques pour éviter une dispersion alors que le texte négocié sera élaboré et rendu public.
