Alors que le monde célébrait la Journée Mondiale de l’Environnement, le dimanche 05 juin 2022, le Sénégal frappait à nouveau durement contre un réseau de trafic d’ivoire d’éléphant à Dakar. Une espèce sauvage dont le commerce illégal de son ivoire est classé en ‘tolérance zéro » par les Nations Unies.
C’est dans la matinée du 05 juin 2022 qu’une opération d’arrestation mixte, menée par les agents de la Direction des Parcs Nationaux, les éléments de Police de la Sûreté Urbaine du Commissariat Central de Dakar avec l’appui du Projet EAGLE – Sénégal a permis l’interpellation d’un présumé trafiquant d’ivoire aguerri dans ce business illégal. Ce dernier a été interpellé sur la vole publique en flagrant délit de détention, circulation et tentative de commercialisation d’une défense d’un jeune éléphant, de 35 bracelets d’ivoire et de 20 bracelets en poil d’éléphant d’un poids total de 1,49 kg.
Ce commerce illégal d’ivoire et de poils d’éléphant est d’autant plus grave que toutes les 15 minutes, un éléphant est abattu sur le continent africain, seulement pour lui prendre ses défenses en ivoire et ses poils qui ornent le bout de sa queue, pour en faire des bracelets tressés. Ce qui porte son abattage et son braconnage illégal entre 20.000 et 30.000 éléphants tués chaque année.
L’ivoire d’éléphant est aussi nommé Blood Ivory car des groupes terroristes ou mouvements rebelles tels que les AL Shabab, Janjawid, Boko Haram, LRA (Lord Resistance Army), reconnus, s’activent dans leur abattage avec férocité pour revendre leurs ivoires dans des réseaux de trafic connus et ainsi financer leurs activités.
Si rien n’est fait pour enrayer ce commerce illégal, les scientifiques évaluent la disparition totale de l’éléphant d’ici 20 ans sur l’ensemble du continent africain. Chaque citoyen sénégalais peut participer à la sauvegarde de l’éléphant et freiner son inexorable fin à court terme, par une action simple qui consiste à dire » Non « , en refusant d’acheter tout objet, bijou en ivoire ou poils provenant de l’éléphant. L’éléphant au Sénégal est une espèce intégralement protégée par la loi n° 86-04 du 24 janvier 1986 portant Code de la Chasse et de la Protection de la Faune, soit une protection totale de ce pachyderme rare au Sénégal depuis 36 ans.
L’éléphant est aussi farouchement protégé par son inscription à l’annexe 1 de la convention de Washington (CITES) qui régit l’interdiction totale de son commerce international. Le Sénégal a ratifié la Convention Washington en 1976 et entend bien la faire appliquer sur l’ensemble de son territoire. Ainsi, le présumé trafiquant d’ivoire risque une lourde peine d’emprisonnement, des dommages et intérêts et des amendes selon l’article L32 du Code de la chasse et de la Protection de la Faune au Sénégal.
