L’Inde a certainement cédé à la pression internationale. L’un des plus grands producteurs de riz a autorisé l’exportation de 397 mille 267 tonnes de brisures de riz. Selon le site Indi, ces expéditions seront garanties par des lettres de crédit émises avant le 8 septembre dernier, date à laquelle elle avait interdit ses exportations de riz cassé, pour « satisfaire la demande nationale ».
Lors de la mesure de restriction, plus de 400 mille tonnes de riz destinés au Sénégal et d’autres pays, étaient bloqués dans les stocks portuaires. Cette nouvelle vient à son heure pour les pays à faible revenu comme le Sénégal. Surtout que Dakar était prêt à rétorquer par une rétention de son acide phosphorique, chère à New Delhi. Et le Président Macky Sall avait suggéré l’usage de cette arme lors de l’ouverture des concertations sur la vie chère. « Je veux rappeler à tout le monde que le Sénégal est un exportateur d’acide phosphorique, qui permet à l’Inde de fabriquer ses engrais », avait-il indiqué.
Selon la base de données Comtrade des Nations Unies sur le commerce international, les importations de riz du Sénégal en provenance de l’Inde, se sont élevées à 334,77 millions de dollars américains en 2021.
Contrairement aux rapports faisant état de la réduction des stocks, le secrétaire indien de l’Alimentation a déclaré aux médias, que le gouvernement avait des stocks excédentaires de blé et de riz dans ses différents entrepôts. Il a également informé que non seulement le stock restera suffisant dans les mois à venir, mais qu’il augmentera au-delà des normes tampons normales jusqu’au 1er avril 2023.
D’après le gouvernement de New Delhi, les stocks de riz au 1er octobre 2022, s’élevaient à 20,47 millions de tonnes. Pour le moment, les prévisions mondiales sur les céréales sont alarmantes. Il est annoncé que les conditions climatiques dans le nord-est de l’Inde réduiraient sa production de riz, alors que les inondations au Pakistan ont emporté des champs entiers de riz, laissant moins à récolter.
