L’intersyndicale des Collectivités territoriales et l’Alliance And Gueusseum ont annoncé, hier, lundi, une grève sans limite de 72 h à partir de ce mercredi, sur toute l’étendue du territoire national. Ces deux parties comptent impliquer dans ce mouvement d’humeur le personnel des cimetières pour plus d’impact. Ainsi, des cimetières pourraient être fermés.

L’intersyndicale des Collectivités locales et l’Alliance And Gueusseum ont, lors d’un point de presse, organisé hier, lundi, à Dakar, «exigé du gouvernement le respect des droits des travailleurs de la santé, des administratifs des Collectivités territoriales ainsi que ceux des contractuels, conformément aux accords signés avec le gouvernement et les instructions données par le chef de l’Etat relatives à la revalorisation des salaires de l’administration publique sénégalaise».

Les postes et centres de santé seront concernés par cette grève. Les malades pourraient être redirigé vers les districts centres ou les hôpitaux pour bénéficier de soins du fait que la grande majorité du personnel de santé relève des compétences des élus territoriaux.

Pour Mballo Dia Thiam, la loi 08-2011 relative au statut général des fonctionnaires des Collectivités territoriales, en son article 29, stipule que « toute revalorisation de rémunération des fonctionnaires de l’Etat, s’applique d’office aux fonctionnaires des Collectivités territoriales ». Il a ajouté : « Le gouvernement de la République du Sénégal a signé des accords avec les secteurs de la santé et de l’éducation, en date respectivement du 26 février 2022, pour les enseignants, et le 10 février 2022, pour les agents de la santé et de l’action sociale ».

Les deux parties ont, en outre, souligné que la revalorisation des agents de l’administration est conforme aux instructions du président de la République, suivant la note du ministère des Finances et du Budget, à travers sa Direction de la Solde qui dit, selon M. Thiam, que « ces mesures seront généralisées au profit de tous les autres corps de l’administration dont les magistrats, agents des hiérarchies A, B, C, D, E dès le 03 août 2022 ».

Dans la dynamique de revendiquer ce qui leur revient de droit, Mballo Dia Thiam et ses camarades, au cours de ce point de presse, tiennent les ministères concernés pour responsable de tout ce qui adviendra. «Nous informons l’opinion de la mauvaise volonté de la Direction générale des Établissements publics de santé et des tutelles administratives et techniques que constituent les ministères en charge de la Santé, des Collectivités territoriales et du Développement communautaire pour seuls responsables du réchauffement du climat social».
