Le Sénégal et la Mauritanie ont demandé un audit du projet gazier Grande Tortue Ahmeyim (GTA) pour connaître les raisons du surcoût constaté sur les dépenses effectuées pour la mise en place de la plateforme, a indiqué Hamada Bacar, chargé de communication au Comité national mauritanien de l’Initiative pour la transparence des industries extractives (ITIE).
”Concernant la gestion du gaz, les deux pays ont décelé du côté de la compagnie BP un surcoût qui ne se justifie pas et ont demandé un audit en cours depuis quelques mois”, a dit M. Bacar à la presse en marge de la cérémonie de dissémination du rapport 2022 de l’ITIE.
Il a pris part ce lundi à cette cérémonie à Saint-Louis en compagnie de Baba Salihi du Collège des entreprises au sein de l’ITIE Mauritanie et directeur de la société Mauriatanian Copper Mines (MCM).
Hamada Bacar a rappelé sur ”les relations séculaires” entre le Sénégal et la Mauritanie, ”deux pays liés par la géographie et aujourd’hui par l’économie”.
”Saint-Louis a été la capitale de la Mauritanie où l’essentiel des érudits du Sénégal ont fait leurs humanités”, a dit M. Bacar.
Les deux pays sont liés par le fleuve Sénégal, indique-t-il, rappelant aussi le mariage de l’émir du Trarza avec la reine Dieumbeut Mbodoj du Walo.
Selon lui, ”l’adhésion à l’ITIE a permis de déceler des dysfonctionnements qui ont été corrigés et autorise à espérer une gestion des ressources partagées au profit des populations des deux pays”.
Première à adhérer à l’ITIE depuis sept ans, la Mauritanie a aidé en 2013 le Sénégal sur cette voie, a expliqué M. Bacar.
Membre du comité national ITIE Sénégal, Dr Papa Fara Diallo a indiqué que ”les deux pays ont chacun des choses à partager et le Sénégal a accueilli une équipe mauritanienne venue s’enquérir de l’expérience du Sénégal qui a réussi deux processus de validation ITIE [et] a quelque chose à partager avec son homologue”.
Le président de la coalition ”publiez ce que vous payez” a ainsi affirmé que la région de Saint-Louis a contribué pour dix milliards de francs CFA sur les 275 milliards générés par le secteur extractif en 2022.
Dr Papa Fara Diallo, membre du groupe national tripartite de l’Initiative pour la transparence des industries extractives (ITIE), a indiqué que ”BP a contribué pour 955 millions de dépenses sociales tandis que le groupe GTA a dégagé pour le volet environnemental environ 445 millions”.
Cet exercice est important parce qu’il permet de ”partager avec la communauté les résultats de ce rapport” avec la Mauritanie. Il ouvre également des opportunités de partage de bonne pratiques dans la transparence, la bonne gouvernance et la lutte contre la corruption.
Le gouverneur de Saint-Louis, Alioune Badara Sambe, et l’adjointe au maire, Aida Mbaye Dieng, ont insisté sur les attentes des populations saint-louisiennes quant aux retombées de l’exploitation de la ressource gazière.
Ils notent que la transparence et la bonne gouvernance sont indispensables pour éviter au peuple sénégalais le sort vécu par certains pays africains qui n’ont pas su profiter au maximum de la présence des hydrocarbures sur leur sol.
Le GTA, Grande Tortue Ahmeyim, s’étend de part et d’autre de la frontière maritime du Sénégal et de la Mauritanie. Ses réserves sont estimées à 1 400 milliards de m³ de gaz.
