Moustapha Niasse a bouclé ses deux mandats au perchoir hier. En même temps, la 13ème législature a pris fin. Place à de nouvelles élections. S’il y a eu quelques lois progressistes, comme celles relatives au cadre juridique pour la gestion des ressources pétrolières, minières ou gazières, sur la criminalité du viol, entre autres, d’autres ont fait plus de bruit et, du coup, elles seront les plus retenues. L’affaire dite du trafic de passeports diplomatiques est encore toute fraîche puisque l’un des élus mis en cause, Boubacar Biaye a été le dernier à avoir recouvré la liberté hier. Son collègue et camarade de Benno bokk yaakaar Mamadou Sall, lui, avait déjà purgé sa peine. Biaye a été reconnu coupable et condamné à 2 ans dont 5 mois ferme pour complicité de faux et usage de faux. Alors que Sall a écopé de 2 ans de prison dont 6 ferme pour les délits d’abus de confiance et d’escroquerie. El hadj Diadié Condé, principal mis en cause dans cette affaire, a pris 2 ans dont 10 mois ferme.
L’affaire est si grosse que le procureur n’avait pu se retenir. «Vous avez ici des députés faussaires, des députés escrocs. Vous avez blessé la République. Parce qu’au lieu de servir la République, ils ont utilisé ce privilège pour dépouiller de pauvres gens», avait-il dit.
L’autre esclandre a été également le trafic de faux billets qui avait envoyé Seydina Fall alias Bougazelli en prison avant d’être libéré. La vidéo filmée par les éléments qui l’avaient arrêté avait permis de savoir combien le délit était flagrant. Et le flagrant délire d’un député en pleurs avec des «Wooy yakkuna (Je suis cuit) !».
Coups de poing
Ce n’était pas la première et sans doute ce ne sera pas la dernière. Si ce ne sont pas des insultes, ce sont les coups de poing dans l’hémicycle qui ont enterré les bons points de ce mandat de 2017 à 2022. Une Assemblée qui n’a rien à envier à un ring. Ousmane Sonko et Mbéry Sylla qui échangent des coups.
