Kafountine – Fermes scolaires agro-bioénergétiques, foyers améliorés, reforestation… : L’ère du développement durable

La commune de Kafountine est en train de développer un programme à plusieurs sous-composantes, qui touche les secteurs de l’éducation, de l’environnement et de l’agriculture. Ce, pour son développement durable.

Kafountine veut impulser une nouvelle dynamique en termes de lutte contre les changements climatiques au niveau local, mais aussi en termes de contribution à la sécurité alimentaire en milieu éducatif. Pour ce faire, la commune, en collaboration avec ses partenaires, développe un programme à plusieurs composantes, qui touche le secteur de l’éducation à travers les fermes scolaires agro-bioénergétiques, et celui de l’environnement à travers les foyers améliorés pour le fumage de poisson, entre autres.

«Nous voulons tester ce programme ici, comme approche-pilote, dans l’optique de répliquer cela au niveau national. Nous sommes en train de faire l’élaboration du programme avec toutes les parties prenantes, pour pouvoir évaluer les financements nécessaires, faire les études qu’il faut, avoir les solutions qui pourront nous permettre d’atteindre nos objectifs», a dit Ousmane Fall Sarr, manager d’Allcot Sénégal qui accompagne la commune de Kafountine.

Il s’exprimait jeudi, à la fin de la visite d’une ferme scolaire agro-bioénergétique, d’un site de fumage traditionnel de poisson et d’une plage impactée par l’érosion côtière.

«Nous comptons finaliser ces études d’ici la fin du mois d’octobre, afin qu’on puisse avoir une requête déjà finalisée à soumettre aux partenaires durant la Cop28 à Dubaï. Nous comptons utiliser différents mécanismes de financement innovants à travers la finance carbone mais aussi la finance climatique, tout en essayant d’optimiser les ressources avec l’utilisation d’autres instruments de financement disponibles dans le cadre des conventions cadres des Nations unies sur le changement climatique», a développé le manager d’Allcot Sénégal.

Pour y arriver, ce groupe travaille en collaboration avec le ministère de l’Education, l’Isra et tous les services décentralisés au niveau de la région de Ziguinchor.

72, 5 tonnes de bois brûlées par jour pour le fumage de poisson
Il s’agit de faire de la ville de Kafountine une ville verte résiliente face aux changements climatiques. La commune est en train de subir des impacts négatifs de ce phénomène : l’avancée de la mer, l’érosion côtière, la déforestation, l’émigration irrégulière, pour ne citer que ceux-là. Au quai de pêche de Kafountine, où une partie est exclusivement dédiée au fumage de poisson, on note l’utilisation abusive du bois.

Le chiffre donné par le maire est alarmant. «72, 5 tonnes de bois par jour, c’est énorme», regrette David Diatta. Le portefeuille de projets présentés par le partenaire de la commune, Allcot, va essayer de prendre en charge ces préoccupations. Il s’agit notamment de réduire ou éliminer l’usage de bois à travers l’utilisation de foyers améliorés. S’y ajoute un projet de reforestation de la mangrove.

Selon le maire, 91% de sa commune sont composés d’îles. «Si on se réfère au document stratégique du Sénégal, d’ici 50 ans, si rien n’est fait, les îles vont disparaître», alerte M. Diatta. Une triste réalité au niveau de Kafountine, qui compte déjà des îles divisées par deux, alors que d’autres ne tiennent que sur une bande de terre.

«Avec les acteurs de la lutte contre le phénomène du changement climatique, nous nous tournons vers eux pour que ces urgences soient réglées et que tout soit transformé en opportunités. Nous allons développer des projets carbone», indique l’élu local.

Fermes scolaires agro-bioénergétiques
C’est dans cette dynamique que des fermes agricoles scolaires bio-énergétiques sont en aménagement sur l’étendue de la commune. Les travaux sont en cours dans deux des 17 fermes prévues, à raison de deux hectares par ferme. A la ferme agricole de l’école Kafountine 3, le tracteur est déjà passé. Le sol débroussaillé, nivelé, le périmètre est sécurisé avec des grilles.

«L’objectif est de réussir à assurer la sécurité alimentaire par la construction de cantines scolaires, d’assurer les fournitures scolaires en dispensant aux parents ces dépenses, mais également d’assurer la couverture maladie universelle pour les élèves», explique le maire de la commune. Les acteurs de l’éducation approuvent et adhèrent au projet de fermes agricoles scolaires.

Ce sont d’ailleurs les villages qui mettent à disposition le foncier pour les fermes agricoles scolaires. L’ingénieur agronome et directeur de l’Isra va proposer les spéculations à mettre dans les fermes. «Ce sera du maraîchage, de l’agriculture contre saison, puisqu’on va avoir la maîtrise de l’eau avec les forages qu’on va mettre en place», indique le maire.

Des emplois décents pour contrer l’émigration irrégulière
Au-delà de la sécurité alimentaire, la vocation éducative, pédagogique est recherchée, mais aussi la lutte contre l’immigration irrégulière dans cette zone de départ des aventuriers. L’idée, c’est aussi de générer de l’emploi décent et durable. Pour ce faire, M. Diatta et son équipe sont en train de recruter de jeunes étudiants avec des diplômes supérieurs, qui ont accepté de travailler comme techniciens au niveau de ces fermes agricoles scolaires bio-énergétiques.

«Mon ambition, c’est de créer des champions économiques, des entrepreneurs agricoles au niveau de ces fermes», confie David Diatta.
