L’organisation Caritas Kaolack a procédé au lancement officiel du Projetd’amélioration des systèmes de résilience et des emplois durables (PASRED) couvrant la période 2023-2026 dans le diocèse de Kaolack.
Ce projet, d’un coût global de 770 000 euros, environ 504. 599. 635,31 francs CFA, va impliquer les groupements de femmes, les jeunes, la plateforme des organisations paysannes, les collectivités territoriales qui ont un portage institutionnel fort à assumer, avec l’accompagnement des services techniques déconcentrés de l’Etat du Sénégal.
Selon Abbé Etienne Ndéné Ndong, directeur diocésain de Caritas Kaolack (centre), ce projet vient emboiter le pas au Projet de résilience à l’insécurité alimentaire et de promotion de l’entrepreneuriat rural (RIAPER) clôturé depuis le mois de mars 2023. Il consiste à renforcer les dynamiques déjà enclenchées dans les territoires avec les communautés et les élus par l’équipe de Caritas Kaolack et de ses partenaires, a-t-il ajouté mardi.
‘’Ce projet, qui va s’étaler sur trois ans, va nous permettre d’accompagner les populations à une meilleure compréhension et une meilleure intégration des enjeux et défis liés au changement climatique, surtout à travers notre référentiel de valeur qui est l’agroécologie’’, a-t-il encore soutenu. M. Ndong a précisé qu’il sera mis en œuvre dans les régions de Fatick, Kaolack, Kaffrine et Diourbel, soit dans douze communes.
Il s’agira, selon Caritas Kaolack, de bonnes pratiques agroécologiques qui vont permettre d’atténuer les chocs dus au changement climatique.
De travailler sur les aspects liés à la sécurité alimentaire et nutritionnelle des ménages bénéficiaires, sur le renforcement des capacités des élus territoriaux dans le portage des responsabilités, des politiques de développement communal permettant d’animer les développements économiques et territoriales.
‘’Le PASRED va aussi travailler sur la création et la stabilisation d’emplois durables de même que pour la création de richesses au bénéfice de nos populations, en particulier les jeunes et les femmes’’, a dit Abbé Etienne Ndéné Ndong.
Il a souligné que l’action Caritas est cohérence et se veut un appui aux actions et aux dynamiques enclenchées déjà par l’Etat du Sénégal en termes de développement économique.
Le maire de la commune de Ngayène Sirakh, Goumba Gaye, par ailleurs président du Collectif des maires du département de Nioro du Rip, a apprécié ‘’positivement’’ ce projet. Ce projet vient en appui aux collectivités territoriales qui ont fini d’élaborer leur Plan de développement communal (PDC) qui est en phase avec le Plan Sénégal émergent (PSE) », a-t-il précisé.
‘’Tout ce qui est repris dans le PASRED est contenu dans notre PDC qui constitue notre miroir, notre torche au niveau des collectivités territoriales. Surtout que les populations ont besoin d’être accompagnées notamment dans le domaine du changement climatique mais aussi d’être sensibilisées pour un changement de comportement et leurs plans de vie, pour éliminer définitivement la pauvreté’’, a souligné M. Gaye.
Le président de la Plateforme des organisations paysannes des régions de Kaffrine, Fatick et Kaolack, Mamadou Sarr a salué l’approche participative et inclusive qui a prévalu dans le cadre de l’élaboration de projet.
‘’Les objectifs du PASRED sont en droite ligne avec ceux de notre plateforme. Parce que parmi les dix-sept Objectifs de développement durable (ODD), il y en a trois qui nous tiennent à cœur, en l’occurrence les ODD 1, 2 et 3 qui sont repris dans ce projet et concerne la lutte contre la pauvreté et la faim et pour la santé et la bonne nutrition’’, a relevé M. Sarr.
