Un nouveau Premier ministre en la personne d’Amadou Bâ, un nouveau gouvernement… C’est une nouvelle séquence qui s’ouvre au Sénégal, où les 38 ministres devront faire face aux défis économiques et sociaux, sur fond de crise mondiale. Mais les défis sont aussi très politiques pour le Président Macky Sall, à 17 mois de la Présidentielle prévue en février 2024.
Pas un mot sur ses intentions pour la prochaine Présidentielle dans son adresse à la Nation, vendredi 16 septembre 2022 : Macky Sall maintient le flou. Y aura-t-il une troisième candidature à la présidence de la République du Sénégal ? Le débat va s’intensifier, alors que le pays est fracturé électoralement, comme l’ont montré les élections locales de janvier, puis les Législatives de juillet. Majorité et opposition sont aujourd’hui au coude à coude à l’Assemblée. La rentrée parlementaire, qui a tourné au pugilat lundi dernier, a donné le ton.
Avec la nomination d’Amadou Bâ au poste de Premier ministre, un ténor du parti présidentiel, le chef de l’État prépare-t-il sa succession ? Ou sera-t-il plutôt un fusible ? Le Sénégal se dirige en tout cas vers une transition importante, avec la production de gaz naturel dès la fin 2023, souligne un politologue.
« Macky Sall espère pouvoir en récolter les fruits », souffle notre interlocuteur, qui s’interroge aussi : « Quitte à imaginer un scénario à la Vladimir Poutine/Dimitri Medvedev ? », en référence au président russe qui avait placé son chef de gouvernement à la tête de l’État, entre 2008 et 2012, avant d’y revenir.
Loin des supputations, le Président Macky Sall a lui quitté Dakar dimanche 18 septembre 2022. Il a pris la direction de Londres, pour les obsèques d’Elizabeth II, avant de se rendre à New York, pour l’Assemblée générale des Nations-Unies.
