Les Retraités, crédirentiers, salariés et Employeurs du secteur privé peuvent désormais compter sur le nouveau système d’informations harmonisé et numérisé en phase active de déploiement du côté de l’IPRES et de la Caisse de sécurité sociale.
Les deux Présidents de conseil d’administration Racine SY, Ipres, Mademba Sock, Caisse de sécurité sociale, entourés des autres administrateurs ont fait le point de ce projet novateur.
Les deux Institutions sociales sont actuellement unies par un système informatisé de gestion unique de leurs procédures professionnelles avec l’appui technique de l’intégrateur international CATALYST dont le système Oracle, leader mondial des bases de données, est connu pour sa qualité, son efficacité et son efficience.
Ce système d’informations entièrement numérisé est utilisé par les travailleurs et les usagers des deux Institutions avec à terme une réelle ambition d’éradiquer l’évasion sociale qui faisait perdre annuellement des millions voire des milliards aux Institutions de prévoyance sociale.
Ce nouveau système dénommé NDAMLI comporte plusieurs volets.
Concernant la partie liée à la gestion des employeurs, un portail numérique est disponible à l’adresse online.secusociale.sn
A ce jour, 77% des Employeurs connus des fichiers de l’IPRES et de la Caisse procèdent à des déclarations uniques. De même, pas moins de 2953 entreprises ont été immatriculées simultanément dans les deux Institutions. Le recouvrement des sommes dues se fait aussi sur une plate-forme commune.
Tous les salariés du secteur privé seront dotés d’une carte de sécurité sociale à l’image de la carte dite Vitale en France. Ce qui permettra à terme d’élargir la base des cotisants pour intégrer les acteurs du secteur informel et les journaliers.
S’agissant du traitement et du paiement des pensions à savoir la liquidation des dossiers, sur 8500 dossiers, 6500 ont été récemment payés via le nouveau système. A terme, NDAMLI permettra de liquider une pension en 48 heures au maximum.
La nouvelle solution numérique avait suspendu 3600 Allocataires pour défaut de preuve de vie et finalement 2022 ne se sont pas présentés jusque-là. Sans ce saut technologique qualificatif, ces pensionnés seraient encore payés indûment.
Autant dire que le Projet NDAMLI a atteint sa vitesse de croisière même si des efforts importants doivent être faits pour une meilleure appropriation de l’outil.
Enfin 34 Allocataires et crédirentiers des deux Institutions ont déjà reçu leurs cartes biométriques grâce au Projet.
Ce projet qui installe une révolution numérique dans les Institutions sociales a été récemment primé au Maroc comme meilleur projet informatique africain en matière de Prévoyance sociale.
Résultat, plusieurs pays de l’espace CIPRES (organisation faîtière des Institutions sociales africaines) sont déjà venus au Sénégal pour faire du Benchmarking dans le cadre d’échanges de bonnes pratiques.
