Lutte contre le blanchiment d’argent en Afrique de l’Ouest : le juge Kemelabalou Aba quitte la tête du GIABA, Edwin Woryonwon Harris s’installe

La direction générale du Groupe intergouvernemental d’action contre le blanchiment d’argent en Afrique de l’Ouest (GIABA) a accueilli ce lundi, 1er août 2022, le nouveau pensionnaire des lieux. Il s’agit d’Edwin Woryonwon Harris, qui remplace le juge Kemelabalou Aba qui a fait 5 ans à la tête de l’institution sous régionale. La cérémonie de passation de service a eu lieu à Dakar. Occasion saisie par le directeur sortant pour faire le bilan de sa magistrature.

Après près de cinq (5) ans à la tête du Groupe Intergouvernemental d’Action Contre le Blanchiment d’Argent en Afrique de l’Ouest (GIABA), le juge Kemelabalou Aba s’en va. Ces collègues ont tenu à lui rendre un hommage pour ces années passées à la tête de l’institution sous régionale.

En présence, du directeur entrant, Edwin Woryonwon Harris, la directrice administrative financière (DAF), Rasmata Nana a déclaré : «je puis noter que, depuis 2018, il a su conduire les réformes et entrainer les pays membres de notre espace dans des efforts appuyés pour renforcer la Lutte contre le blanchiment des capitaux et le Financement du terrorisme (LBC /FT)».

Et de poursuivre : «plusieurs pays ont conduit leurs évaluations mutuelles, la tenue régulière des réunions statutaires du GIABA et la dynamique collaboration avec le GAFI (Groupe d’Action Financière, ndlr), entre autres, en sont des illustrations des jalons atteints».

Pour sa part, le directeur général sortant, le juge Aba, a dressé le bilan de ces années passées à la tête de cette Direction. «Au titre des évaluations mutuelles, de 2018 à nos jours, le GIABA a adopté et publié onze (11) Rapports d’évaluation mutuelles (REM). En ce qui concerne les études et recherches de typologies de BC/FT (Blanchiment de capitaux et Financement du terrorisme, ndlr), plusieurs rapports ont été finalisés et publiés au cours de la période sous revue», a-t-il renseigné.

Et de relever que «grâce à l’appui du GIABA et de son partenaire stratégique, la Banque mondiale, la quasi-totalité des Etats membres de notre institution ont effectué leurs évaluations nationales des risques et se sont dotés des stratégiques et de plan d’actions de Lbc/Ft basés sur les risques identifiés». Sur le plan de la coopération, le directeur sortant a cité l’adhésion du Bénin au groupe Egmont des CRF, tandis que les pays restants du GIABA sont à pied d’œuvre en vue de remplir les conditions nécessaires à cette adhésion.

«En ce qui concerne la mise en œuvre du plan d’action, trois rapports d’avancement ont déjà fait l’objet d’examen et d’adoption par la plénière du GAFI qui s’est, par ailleurs, félicité des progrès réalisés à travers la prise d’un certain nombre de mesures dans le cadre de la mise en œuvre de ce plan d’action», a-t-il soutenu

Un bilan qui fera réagir la DAF. «Après 20 ans d’existence, nous pouvons nous réjouir pour dire que la graine semée par les pères fondateurs et nos prédécesseurs a germé et porté de nombreux fruits dont nous en sommes tous fiers, aujourd’hui. Cependant, l’institution aussi connait des bas, des difficultés qui demeurent de grands challenges et qui nous interpellent tous à y mettre la main à la pâte pour hisser le GIABA toujours plus haut, conformément aux indicateurs et normes internationales». A l’endroit du nouveau directeur, elle a exprimé tous les vœux de pleins succès.

«Le travail bien fait est la clé de succès de chacun, de tous et du GIABA», a-telle attesté. Le GIABA est une Institution spécialisée de la CEDEAO et un Organe régional de type GAFI qui promeut des politiques afin de protéger le système financier des Etats membres contre le blanchiment de capitaux, le financement du terrorisme, et le financement de la prolifération des armes de destruction massive. Les recommandations du GAFI sont reconnues comme les normes de Lutte contre le blanchiment de capitaux (LBC) et le Financement du terrorisme (FT).
