Ange Constantin Mancabou, coordonnateur de la direction générale du secteur financier au ministère sénégalais en charge des finances et du budget, a présidé lundi 30 octobre 2023 à Dakar le lancement des travaux de la 9ème revue annuelle des réformes, politiques, programmes et projets communautaires au sein de l’Union mis en œuvre au Sénégal.
Dans son allocution d’ouverture, il a indiqué que la revue annuelle a été instituée en 2013 par la Conférence des chefs d’Etat et de gouvernement de l’Uemoa avec comme objectif principal de favoriser l’accélération de l’application des réformes, politiques, programmes et projets communautaires au sein de l’Union. Cette année , la revue va examiner 127 réformes et 09 projets au Sénégal en 2022.
Au terme de l’évaluation, M. Mancabou a souligné que le taux moyen de mise en œuvre des réformes communautaires était ressorti à 74,5% contre 76,1% en 2021, soit une légère diminution de 1,6 points de pourcentage.
Dans le cadre du volet technique de l’édition 2023 de cette revue annuelle, il a indiqué que 131 textes communautaires et 07 projets seront évalués au cours des trois jours (30, 31 octobre et 02 novembre 2023) de travaux dans la capitale sénégalaise.
Selon lui, la mise à jour de la grille d’évaluation des réformes concerne l’ajout de cinq (05) textes dans le domaine de la surveillance multilatérale, du transport, de l’enseignement supérieur, de la santé et de la culture ainsi que le retrait de la Décision n°13/CM/UEMOA portant création de la conférence des ordres des architectes de l’Uemoa.
Concernant les projets, il a noté que deux arrivés à terme ont été retirés et un nouveau projet dans le domaine du transport a été ajouté à l’évaluation.
Dans la foulée, M. Mancabou a déclaré que le mémorandum issu de la revue technique sera présenté lors du volet politique qui réunira le président de la Commission de l’Uemoa et l’ensemble des ministres concernés par les réformes et les projets de l’Uemoa.
A l’en croire, cette séance sera suivie d’une audience avec le président de la République du Sénégal ou son représentant afin de lui restituer les principales conclusions de la revue et de recueillir ses instructions.
Il a ainsi réitéré l’engagement du Sénégal à œuvrer pour accélérer la transposition et la mise en œuvre des réformes et projets de l’Uemoa. Selon lui, le Sénégal a adopté et notifié à la Commission de l’Uemoa plusieurs textes juridiques dans le cadre de la transposition de directives communautaires.
Ces efforts effectués dans le domaine de la santé, de l’enseignement supérieur et de la culture traduisent, d’après lui, tout l’intérêt que les autorités sénégalaises accordent à l’objectif de transposition intégrale des textes de l’Uemoa.
M. Mancabou qui a parlé au nom du directeur général du secteur financier Bamba KA, a magnifié « le travail important réalisé par la Commission dans le cadre de l’approfondissement du processus d’intégration régionale au grand bénéfice des populations ».
