Le torchon brûle toujours entre le directoire de l’Alliance des Syndicats Autonomes de la Santé (ASAS) et le ministère de la santé et de l’action sociale, dirigé par Marie Khémess Ngom Ndiaye.
Dans leur dernière sortie, les syndicalistes avaient sollicité une audience de conciliation auprès du Premier ministre Amadou Ba pour trouver une porte de sortie à cette crise. Un bras de fer relatif au paiement des augmentations de salaire aux contractuels des Établissements Publics de santé, à ceux du PNDSS, aux agents administratifs du MSAS, aux agents des structures parapubliques (universités et autres) et aux agents des collectivités territoriales.
Seulement, d’après le communiqué de And Gueusseum lu à Dakaractu ce jeudi, la circulaire n°14330/MSAS/DPRS/DSISS signée par le secrétaire général du ministère de la santé et de l’action sociale, informant de la commission d’un cabinet privé pour effectuer une collecte d’informations sanitaires et sociales, constitue une « provocation. »
Voici in extenso le communiqué de l’Alliance syndicale…
« Poursuivant la lutte pour le paiement des augmentations de salaire aux contractuels des Établissements Publics de santé, à ceux du PNDSS, aux agents administratifs du MSAS, aux agents des structures parapubliques (universités et autres) et aux agents des collectivités territoriales, And Gueusseum avait, conformément à son communiqué n°14, demandé le respect du mot d’ordre résiduel de rétention de l’information sanitaire et sociale à la suite de la levée des autres formes de lutte, dans l’attente de la convocation par Monsieur le Premier Ministre de la séance plénière de restitution promise à And Gueusseum le 07 mars 2023. »
« Paradoxalement la circulaire n°14330/MSAS/DPRS/DSISS signée par le Secrétaire général du Ministère de la Santé et de l’Action sociale, informe de la commission d’un cabinet privé pour effectuer une collecte d’informations sanitaires et sociales. And Gueusseum considère cette démarche provocatrice comme une voie de contournement maladroite, onéreuse et sans objet pour essayer de contrecarrer sa légitime lutte pour l’équité et la justice dans le traitement salarial des travailleurs d’un même système de santé et de l’action sociale. »
« C’est pourquoi l’ASAS And Gueusseum rappelle aux camarades les termes de la Directive N°08 portant rétention de l’information sanitaire et sociale et en appelle à son strict respect et invite solennellement Monsieur le Premier Ministre, comme il l’avait promise, à une audience de règlement définitif de ce conflit car le système sanitaire et social est devenu complètement aveugle malgré les dénégations, les atermoiements et les faux fuyant de certaines directions opérationnelles du MSAS. »
« Par ailleurs, And Gueusseum rend responsable le Ministère de la Santé et de l’Action sociale du réchauffement du climat social déjà délétère, qui au lieu de s’impliquer pleinement pour une solution définitive à cette crise insidieusement orchestrée par ses services, cherche à détourner l’attention par ce type de manœuvre qui coûtera encore inutilement de l’argent au contribuable sénégalais au moment où ces ressources qui serviront à payer ce cabinet pourraient être utilisées pour payer en partie aux travailleurs leur dû. »
