Les relations américano-sénégalaises sont restées fortes au fil des années, notamment à cause de la réputation de pays démocratique du Sénégal. A l’approche de la présidentielle du 25 février prochain, la situation du pays préoccupe les Américains, notamment les sénateurs, qui ont en ce sens, écouté une résolution bipartite, présentée par les sénateurs Jim Risch et Ben Cardin, membre éminent et président de la commission sénatoriale des relations étrangères.
Une résolution qui dénonce, entre autres, la «fermeture de l’espace politique, la répression de l’opposition politique et le manque de transparence du processus électoral», appelle le gouvernement sénégalais à organiser des élections libres, équitables, transparentes et inclusives le 25 février 2024.
«Le Sénégal est depuis des décennies l’une des démocratiques les plus stables d’Afrique, avec une longue tradition de transferts de pouvoir pacifiques et démocratiques, en 2000 et 2012, et n’a jamais connu de coup d’Etat…», a souligné d’emblée le président de la commission sénatoriale des relations étrangères du Sénat américain, Ben Cardin.
Jim Risch a pour sa part précisé « que la trajectoire de la démocratie en Afrique de l’Ouest vacille, tous les regards seront tournés vers les élections du 25 février au Sénégal, alors que les citoyens de ce poids lourd régional choisissent un nouveau président ».
Il poursuit en faisant état de son inquiétude: «Même si l’engagement du président Sall à ne pas briguer un troisième mandat anticonstitutionnel a été largement applaudi, je reste préoccupé par la fermeture de l’espace politique, la répression de l’opposition politique et le manque de transparence des processus électoraux».
Abondant dans le même sens, Ben Gardin affirme que « les allégations crédibles selon lesquelles l’administration sénégalaise actuelle aurait restreint la liberté d’expression et de la presse, utilisé le système judiciaire pour cibler des opposants politiques et des militants de la société civile et mis en œuvre des modifications de la loi électorale destinées à réduire la compétitivité des partis et des candidats de l’opposition, sont profondément troublantes».
Poursuivant, Garden se dit « solidaire » du peuple sénégalais et de ses aspirations démocratiques, alors que son collègue Jim Risch, lui, «espère qu’une élection démocratique en février solidifie davantage les relations entre les États-Unis et le Sénégal en tant qu’allié et partenaire».
«Ceux qui incitent à la violence ou autres, saperaient le processus démocratique et les élections de 2024 au Sénégal seront confrontés à des conséquences, notamment des restrictions de visa et autres mesures…»
Sans quoi, des représailles pourraient être exercées contre les fossoyeurs de la démocratie, du processus électoral et de l’Etat de droit au Sénégal.
Ainsi, la résolution présentée par les deux Sénateurs et qui «réitère l’engagement des États-Unis» en faveur de la démocratie et de la gouvernance démocratique, de la conduite d’une politique libre, juste, inclusive au Sénégal, invite le Secrétaire d’État américain (aux affaires étrangères) à préciser que «ceux qui incitent à la violence ou autres, saperaient le processus démocratique et les élections de 2024 au Sénégal seront confrontés à des conséquences, notamment des restrictions de visa et autres mesures…».
«Les États-Unis doivent surveiller de près le déroulement des élections de l’année prochaine et prendre des mesures pour demander des comptes à ceux qui sapent la démocratie au Sénégal», insiste la résolution.
Toujours à propos de la présidentielle, les sénateurs américains qui invitent les autorités sénégalaises à «respecter le caractère non partisan de la Commission électorale nationale autonome (CENA) pour assurer une transparence et un processus électoral accessible» exigent d’elle également, de «veiller à ce que les citoyens sénégalais puissent voter librement et en toute sécurité lors des élections sans crainte d’intimidation ou de recours excessif à la force par les forces de sécurité gouvernementales».
Elles sont aussi invitées à «s’abstenir d’utiliser les restrictions d’accès à internet ou aux médias sociaux comme méthode pour avoir perturbé la capacité de citoyens à se réunir, à exercer leur liberté d’expression, à communiquer librement, ou obtenir des informations ».
«Libérer toutes les personnes arbitrairement arrêtées ou détenues pour avoir exercé leur droit à la liberté de réunion ou d’expression »
Pour les Sénégalais, la résolution les «encourage tous à exercer leur droit de vote et de s’abstenir de tout acte de violence, de fraudes électorales, de discours incendiaires et désinformation, ou toute autre action qui viole les normes démocratiques ou porte atteinte au processus électoral au Sénégal.
Tout comme elle «exhorte les partis politiques et les dirigeants politiques au Sénégal à s’engager publiquement à respecter les règles électorales et rejeter la violence; s’abstenir de toute déclaration, rhétorique incendiaire ou action incitant à la violence ou pouvant compromettre le processus électoral».
En outre, la résolution «salue le travail des organisations de la société civile sénégalaise dédiées à la réforme électorale, la sensibilisation, l’observation des élections».
Les Sénateurs américains ont aussi évoqué dans leur résolution, la question des prisonniers dits politiques, appelant le gouvernement du Sénégal à «libérer toutes les personnes arbitrairement arrêtées ou détenues pour avoir exercé leur droit à la liberté de réunion ou d’expression».
En ce sens, le Sénat américain demande aux autorités sénégalaises de «lever les restrictions au droit à protester pacifiquement» et de «s’engager à respecter la liberté d’expression, y compris pour la presse…».
