Il faut relever que pendant cette période de vaches maigres, l’ex-Directeur des Impôts et domaines, personnage discret, ne s’est pas répandu dans la presse en jérémiades, lamentations, piques contre son leader. L’homme dispose d’une solide expérience gouvernementale : ministre de l’Économie et des finances de 2013 à 2019, puis des Affaires étrangères jusqu’au remaniement du 1er novembre 2020.
Avant cela, il fut ancien élève de l’École nationale d’administration et de magistrature (Enam), sorti de la prestigieuse section « Impôts et Domaines », il gravit les échelons de l’administration fiscale et atteint le poste de directeur des impôts en 2004. Deux ans plus tard, il prend la tête de la Direction générale des impôts et des domaines (Dgid), position qu’il occupe pendant près de sept ans. À ce poste, il supervise la rédaction et la mise en oeuvre du nouveau Code général des impôts, en vigueur depuis janvier 2013.
À l’avènement de Macky Sall, il est intronisé ministre de l’Économie puis chef de la diplomatie.

Amadou Ba a aussi épaissi sa stature d’homme politique au fil des ans. Lors des élections législatives de 2017, c’est sur lui que le Président de la République s’est appuyé pour conduire la liste BBY dans le département de Dakar. Une mission menée avec succès puisque la majorité a gagné le scrutin dans la capitale sénégalaise avec plus de 114.000 voix, contre près de 112.000 voix pour la coalition dirigée par Khalifa Sall. Rebelote lors des dernières locales, avec moins de succès cependant.
Toujours est-il que cette nomination peut également être interprétée comme une intronisation, également, comme dauphin de Macky Sall, si celui-ci renonce à briguer un troisième mandat.
Mais sur cet épineux dossier, les prochains mois nous édifieront.
