Lors de la journée nationale des « daaras » qui s’est tenue le 16 décembre 2023 à Diamniadio, le président Macky Sall est revenu sur le projet Waqf immobilier au profit des « daaras ».
Selon Macky Sall, dans l’optique d’assurer une subvention efficiente et durable au processus de modernisation des «daaras », un projet immobilier Waqf public au profit des « daaras » modernes est initié. Il porte sur la construction d’un immeuble R+16 au centre-ville de Dakar et les revenus générés seront reversés au profit des «daaras ».
Il a précisé que le projet est dans sa phase de finalisation, le financement est acquis et toutes les contraintes ont été levées.
« L’Etat du Sénégal et la Banque islamique de développement (Bid) ont signé le 17 avril 2022 les accords de financement pour le projet de construction de l’immeuble waqf de R+16 au profit des «daaras » au centre-ville de Dakar, pour un coût global de 24,2 millions de dollars US (environ 14,5 milliards FCfa).
A date, toutes les contraintes ont été levées et les études géotechniques finalisées au mois d’août 2023. Les procédures de sélection des entreprises pour la construction et des consultants pour le suivi des travaux ont démarré.
Ainsi, la pose de la première pierre devrait intervenir au courant du 1er trimestre de 2024 », a détaillé le président Sall.
Il a souligné que les revenus issus de la location de cet immeuble vont servir à prendre en charge le fonctionnement des 64 daaras modernes construits dans le cadre du Programme d’appui à la modernisation des «daaras » (Pamod).
Dans la même dynamique, il informé les acteurs que pour faciliter l’insertion des sortants des «daaras », des mécanismes de formations et de financements sont initiés à travers les structures mises en place par l’Etat comme la 3Fpt, la Der/FJ.
Il s’agit d’accompagner ces jeunes dans l’acquisition de certificats professionnels dans divers domaines comme ceux de la plomberie, de l’électricité, du bâtiment, l’installation de panneaux…
