La Direction générale des élections (DGE) continue de défier la Justice et la Commission électorale nationale autonome (CENA, en refusant de remettre les fiches de parrainage du candidat Ousmane Sonko. Du fait de cette situation, de plus en en plus de questions se posent quant à l’assurance d’une bonne organisation, par la DGE de la présidentielle de février 2024.
Après deux alternances politiques, le Sénégal s’achemine-t-il tout droit vers une nouvelle élection présidentielle contentieuse. Cette question mérite d’être posée, au regard de la persistence du ministère de l’Intérieur et de ses services centraux, chargés de l’organisation du scrutin, dans leur refus d’exécuter la décision du président du Tribunal d’instance de Ziguinchor qui a ordonné la réintégration dans le fichier électoral du leader de l’ex-parti Pastef, Ousmane Sonko, par ailleurs, maire de Ziguinchor.
Hier, jeudi 2 novembre, Ayib Daffé, mandataire de la coalition Sonko2024 est encore de nouveau retourné à la Direction générale des élections (DGE), pour recueillir des fiches de parrainage.
Reçu par le maître des lieux, le Contrôleur général de Police, Tanor Thiendella Sidy Fall, le député Ayib Daffé qui était accompagné de Dame Mbodj, de Maïmouna Bousso et d’un huissier de justice, est sorti, une fois de plus, les mains vides de la DGE, sans les documents en question. Face à la presse, Ayib Daffé a indiqué que lors, de leur face à face, Tanor Thiendella Sidy Fall lui a renvoyé à sa lettre de réponse adressée au président de la CENA, le mardi 31 octobre dernier, en réponse à la lettre.
Depuis 2000, c’est la première fois que le Sénégal fait face à une telle confusion au sommet de l’Etat, impliquant le ministère de la Justice à travers le président du Tribunal d’instance de Ziguinchor et le ministère de l’Intérieur et ses services centraux tendant à remettre en question la position de neutralité dont l’administration centrale sénégalaise a fait montre en matière d’organisation des opérations électorales.
Aujourd’hui, qu’on le dise ou pas, cette position du ministère de l’Intérieur et ses services centraux, chargés de l’organisation de cette élection présidentielle, suscite débat sur la neutralité de l’administration centrale.
La preuve, depuis quelques temps, certains observateurs de la scène politique, au-delà de leur démarcation face au refus de la DGE de délivrer les documents de collecte de parrainages au mandataire du candidat Ousmane Sonko, élèvent de plus en plus la voix pour disqualifier l’actuel Directeur général des élections dans l’organisation de cette 13e présidentielle de l’histoire politique du Sénégal.
C’est notamment le cas de l’ancien président de la Raddho, Alioune Tine par ailleurs, président d’Afrikajom Center.
Dans un message partagé sur ses réseaux sociaux, Alioune Tine a estimé que le Directeur Général des élections est «disqualifié, par son attitude qui consiste à refuser délibérément les décisions des organes de régulation des élections», pour organiser la prochaine présidentielle.
Abondant dans le même sens, les experts électoraux, Valdiodio Ndiaye et Ndiaga Sylla, qui se prononçaient sur les arguments brandis par le Directeur général des élections, pour justifier son refus d’exécuter la décision du juge de Ziguinchor, ont indiqué que ce dernier faisait du «dilatoire» pour ne pas se conformer aux dispositions du Code électoral.
