La Commission de l’Union économique et monétaire Ouest africaine (Uemoa), en collaboration avec le ministère sénégalais en charge des finances et du budget, a lancé ce lundi 30 octobre à Dakar, pour trois jours, les travaux de l’édition 2023 de la revue annuelle de réformes, politiques, programmes et projets communautaires mis en œuvre au Sénégal.
La représentante résidente de la Commission de l’Uemoa à Dakar a indiqué qu’à l’instar des autres pays de l’Union, l’exercice de la revue au Sénégal, s’inscrit dans un processus d’identification des facteurs pouvant spolier les fruits des différents efforts communautaires, en vue d’anticiper les actions idoines pour une impulsion politique ciblée au processus d’intégration sur le plan national et régional.
Aissa KABO a confié qu’au total, 131 textes et 07 projets et programmes évalués à 35 284 397 954 F CFA feront l’objet d’une évaluation. A l’en croire, 5 nouveaux textes ont été introduits et un retiré, relatif à la création de la conférence des ordres des architectes de l’Uemoa.
Elle s’est réjouie de la dynamique d’actions engagées depuis la dernière revue par les autorités sénégalaises afin d’améliorer les résultats de la revue. De plus, Mme KABO a relevé qu’une dizaine de textes ont été notifiées afin de permettre à la Commission d’en apprécier la conformité.
Elle a également relevé que les huit (08) dernières éditions de la revue ont suscité un engouement et une forte adhésion au Sénégal et dans les autres Etats membres. Elles ont permis, a-t-elle poursuivi, de dynamiser le dispositif national de suivi de la mise en œuvre des textes communautaires, tant sur le plan de leur transposition que de leur application effective.
Mme KABO a rappelé que la Conférence des chefs d’Etat et de gouvernement de l’Uemoa a institué cet exercice de revue annuelle en 2013, par Acte additionnel, avec pour ambition de favoriser l’accélération de l’application des réformes, politiques, programmes et projets communautaires au sein de l’Union.
Elle a soutenu enfin que les résultats obtenus, à ce jour, témoignent de la forte contribution de l’exercice de la revue, non seulement, à l’effectivité de l’harmonisation des législations nationales, mais aussi et surtout à la coordination du suivi de la mise en œuvre des politiques, programmes et projets communautaires.
