Dans un post sur les réseaux sociaux, Mamadou Diop Decroix, secrétaire général du parti And-Jëf/ Pads, est revenu sur le scandale lié à la gestion des fonds destinés à la lutte contre la pandémie de COVID-19, dénonçant une dilapidation insouciante des ressources publiques dans un contexte d’urgence sanitaire.
Pour lui, ce scandale n’est que le dernier épisode d’une série noire d’affaires ayant ébranlé la confiance des Sénégalais envers leurs dirigeants.
L’ancien ministre d’État rappelle que ce n’est pas la première fois que la nation est confrontée à un tel choc.
Déjà en 1986, à l’occasion de la Coupe d’Afrique des Nations (CAN) en Égypte, une mobilisation populaire baptisée « CAIRE 86 » avait permis de collecter des fonds pour soutenir les Lions de la Téranga. L’élan national, marqué par une participation allant jusqu’aux vendeuses de cacahuètes, avait été trahi par une mauvaise gestion et un détournement des fonds, sans qu’aucune suite judiciaire significative n’en découle.
Même scénario en 2002, après le parcours historique de l’équipe nationale en Coupe du monde.
La Cour des comptes avait révélé de graves irrégularités financières. Là encore, quelques inculpations avaient été prononcées, mais l’affaire n’avait jamais été approfondie jusqu’au bout.
Pour Decroix, le scandale du COVID-19 revêt une gravité particulière.
« Cette fois, il était question de vies humaines », souligne-t-il, évoquant le contexte d’angoisse mondiale et de mobilisation générale contre la pandémie. Il s’indigne de l’attitude désinvolte de certains responsables qui, au plus fort de la crise, n’ont pas hésité à détourner les ressources alors que des citoyens mouraient faute de masques, de moyens médicaux ou de logistique adaptée.
Au-delà des faits, l’ancien ministre invite à une introspection collective.
Il s’inquiète de la banalisation du crime économique, désormais toléré, voire accepté, par une partie de la société. « Que personne ne nous fatigue, l’argent a été bouffé, c’est tout ! », cite-t-il, à titre d’exemple d’un commentaire devenu courant sur les réseaux sociaux. Pour lui, cette mentalité est symptomatique d’un mal plus profond : une société malade, rongée par l’impunité et la répétition des dérives au sommet de l’État.
Tout en appelant à des sanctions exemplaires, Decroix insiste sur la nécessité d’un changement structurel, profond, presque spirituel.
Il reprend à son compte une célèbre formule du guide religieux Serigne Cheikh Tidiane Sy Al Maktoum : « Na ñu sàngat réew mi » (Il faut purifier le pays). Une manière symbolique de plaider pour une rupture avec les pratiques du passé.
Cependant, il salue l’initiative judiciaire actuelle, qui diffère selon lui des précédentes par son ampleur, sa méthode et la juridiction choisie, en rupture avec la défunte CREI, considérée comme un outil politique. Il voit dans cette nouvelle dynamique une volonté réelle de s’attaquer à un mal systémique.
Mamadou Diop Decroix appelle enfin les Sénégalais à soutenir cet effort avec fermeté et détermination.
Pour lui, cette bataille ne doit pas être uniquement celle de l’État mais de toute la nation. Car, dit-il, « personne ne peut se réjouir de la dilapidation des fonds COVID-19. Et c’est cela l’essentiel. »
