Le Bénin par le biais de son Autorité de l’aviation civile en collaboration avec l’Organisation de l’aviation civile internationale (Oaci) et d’autres partenaires, a organisé au Palais des congrès de Cotonou, du 06 au 10 novembre 2023, la vingt-sixième réunion du Groupe régional Afrique et Océan indien de planification et de mise en œuvre (Apirg/26) et la neuvième réunion du Groupe régional de sécurité de la navigation aérienne pour la région Afrique et Océan Indien (Rasg-Afi/9).
Selon un communiqué de presse, ces rencontres ont enregistré la participation de plusieurs Autorités de l’aviation civile des Etats contractants de l’Oaci dont le Sénégal, de fournisseurs de services de la navigation aérienne, de gestionnaires d’aéroports, de constructeurs d’aéronefs, de compagnies aériennes, d’écoles de formation aéronautiques et, d’organisations et d’associations internationales.
Le Groupe régional de sécurité de la navigation aérienne pour la région Afi a pour rôle de promouvoir un cadre coopératif régional avec pour objectif l’amélioration de la sécurité dans le monde.
L’Apirg est principalement chargé de l’élaboration et du maintien du plan Afi ainsi que de l’identification et l’élimination des carences dans le domaine de la navigation aérienne. C’est un mécanisme de planification et de coordination et même si la mise en œuvre incombe aux Etats, l’Apirg peut jouer un rôle déterminant en soutenant la mise en œuvre des normes et pratiques recommandées (Sarp) de l’Oaci ainsi que les exigences régionales.
Pendant la neuvième réunion du Groupe régional de sécurité de la navigation aérienne pour la région Afi, Sidy Gueye, Directeur général de l’Agence nationale de l’aviation civile et de la météorologie (Anacim) a été élu premier vice-président du Rasg-Afi.
Le Président du Groupe est Fred Bamwesigye Directeur général de l’aviation civile de l’Ouganda, le deuxième vice-président est Karl Legba, Directeur général de l’aviation civile du Bénin et le troisième vice-président est Kavai Blessing, directeur adjoint, sécurité et opérations de l’Association du transport aérien international (Iata), zone Afrique. Leur mandat expirera à la fin de la deuxième réunion annuelle du Groupe en 2025.
Ces deux rencontres tenues à Cotonou, au Bénin, ont permis aux différents acteurs de l’aviation de la région d’interagir sur les questions actuelles et futures de l’aviation mondiale pour leur mise en œuvre effective dans la région Afi afin d’atteindre les objectifs fixés dans les plans mondiaux de navigation aérienne et de sécurité de l’aviation civile.
