Au Sénégal, la 15e biennale de l’art africain contemporain risque fort de ne pas pouvoir s’ouvrir le 16 mai comme prévu à cause d’un manque de financements. Ce rendez-vous artistique de renommée mondiale se tient tous les deux ans à Dakar.
Au Sénégal, le message circule depuis deux jours de téléphone en téléphone et vient du comité d’organisation de la biennale. Il parle d’« insuffisances logistiques » et d’une « grande inquiétude » que les oeuvres ne puissent « pas arriver à temps » pour le début de la biennale, le 16 mai.
Le manque d’argent est en cause.
Les deux derniers versements qui devaient être faits par l’État, et ce avant la présidentielle, n’ont pas été honorés, confirme une source proche du dossier. Sur le budget d’1,5 milliard de FCFA prévu par l’État (environ 2 millions d’euros), moins d’un tiers serait actuellement disponible, selon un membre du comité d’organisation.
Un coup dur pour cet événement financé par l’État du Sénégal
Sans ce budget, il est impossible de payer le transport des oeuvres d’artistes africains qui viennent du monde entier, d’éditer un catalogue ou encore de loger la soixantaine d’artistes, selon cette même source.
Et à 22 jours de l’ouverture de la biennale, même si les fonds devaient être finalement trouvés, le délai est de plus en plus intenable pour garantir l’arrivée des oeuvres à temps, notamment par bateau. Résultat : certains plaident pour un report de la biennale à novembre prochain.
C’est un coup dur pour cet évènement financé par l’État du Sénégal. Depuis sa création en 1992, il n’a été reporté qu’une seule fois en raison du Covid-19.
Une réunion ce mardi 23 avril doit trancher sur le fait de reporter ou de maintenir la biennale. Un arbitrage de la nouvelle ministre de la Jeunesse, des sports et de la culture, Khady Diène Gaye, est attendu. Cette dernière hérite malgré elle des dettes laissées par le gouvernement précédent.
