Le Cadre de concertation et de coopération des ruraux (CNCR), l’une des principales organisations paysannes sénégalaises, a jugé « nécessaire », mercredi 3 décembre 2024 à Kaolack, de procéder à une révision de la loi d’orientation agrosylvopastorale (LOASP) en vue d’une bonne prise en compte des besoins des femmes et du monde rural.
A cet effet, la présidente du collège des femmes du CNCR, Yaram Fall Niang, a plaidé que « ça fait presque vingt ans que cette loi a été élaborée et adoptée. Aujourd’hui, le CNCR juge nécessaire de réviser cette loi pour une meilleure prise en compte des préoccupations du monde paysan.
Nous estimons qu’il faut impliquer davantage les femmes, dans la mesure où elles représentent plus de 60 % de la main-d’œuvre des exploitations familiales ».
Mme Niang s’entretenait avec la presse locale au terme d’un forum du CNCR axé autour du thème : « Quelle contribution des femmes rurales dans la révision de la LOASP pour atteindre la souveraineté alimentaire ? »
Poursuivant son speech, Yaram Fall Niang a ajouté que les femmes accèdent à moins de 10 % des ressources productives, dont la terre, le financement, la formation, l’accès à l’eau et aux marchés, espérant qu’une révision de la loi d’orientation agrosylvopastorale peut permettre d’augmenter la part qu’elles détiennent de ces ressources.
« Pour toutes ces raisons, nous sommes en train de réfléchir aux voies et moyens stratégiques pouvant nous permettre d’arriver à une bonne prise en compte de la femme rurale », a fait valoir la présidente du collège des femmes du CNCR.
Cette instance du CNCR va mettre en place des cadres de concertation pour arriver à des « alliances stratégiques » avec les députés, les élus territoriaux et d’autres organisations paysannes, dans le but de défendre la cause des femmes en matière d’agriculture, a-t-elle souligné.
Le forum a permis au Cadre de concertation et de coopération des ruraux de discuter de la protection sociale des agriculteurs et du statut du paysan, selon Mme Niang.
« Nous estimons qu’il faut donner un statut prépondérant au paysan et faciliter aux femmes l’accès à la terre et au financement. Les financements existent, mais ils sont inaccessibles ».
Pour le président du conseil d’administration du CNCR, Nazirou Sall, « nous avons besoin de financements octroyés dans des conditions favorables, qui permettent à la femme de renforcer sa capacité de production, de générer des revenus et d’être en mesure d’investir en toute autonomie ».
Le CNCR « reconnait qu’il y a beaucoup d’argent investi dans les campagnes agricoles », a-t-il dit en relevant qu’« on n’arrive pas encore à résoudre beaucoup de problèmes », malgré les financements octroyés par les pouvoirs. M. Sall dit souhaiter que l’État revoie la manière dont il finance les campagnes agricoles.
