Le Chef de l’Etat Macky Sall, président en exercice de l’Union africaine, est revenu dimanche, à Lusaka, en Zambie, sur les nombreux défis du développement qui interpellent le continent, alors que la conjoncture mondiale continue de se détériorer.
« Les défis actuels ne nous laissent aucun choix que de rester mobilisés, résilients et encore plus déterminés à hisser nos réalisations à la hauteur de nos ambitions. Nous le devons aux pères fondateurs, à nous-mêmes et aux générations futures .» C’est l’appel lancé, hier, par le Chef de l’Etat Macky Sall.
Le président en exercice de l’Union africaine s’exprimait, à Lusaka la capitale de la Zambie, lors de la 4e Réunion annuelle de coordination de l’Union africaine (Ua) sur le thème : « Renforcer la résilience en matière de nutrition et de sécurité alimentaire à travers le Continent africain : renforcer l’agriculture, accélérer le capital humain, le développement social et économique ».
D’après “Le Soleil”, cette rencontre réunit le Bureau de l’Ua ainsi que les Communautés économiques et Mécanismes régionaux, pour délibérer notamment, sur des questions liées à la vie institutionnelle de l’Organisation et à l’intégration africaine.
Le Président Macky Sall estime que rien n’est possible sans la paix, la sécurité et la stabilité qui constituent les investissements préalables, indispensables au développement. De son point de vue, il y a urgence à faire taire les armes, privilégier le règlement pacifique des différends, poursuivre sans relâche la lutte contre le terrorisme, refuser la prise du pouvoir par les armes et investir plus dans les politiques d’inclusion sociale et de développement du capital humain.
Cette position est partagée par l’hôte de la rencontre, le président de la République de Zambie, Hakainde Hichilema. « Sans la paix, les précieuses ressources de notre continent pourraient être gaspillées dans des guerres plutôt que de contribuer au développement de millions de nos concitoyens, qui ont besoin d’une intervention économique urgente. La nôtre doit être une guerre contre la pauvreté, pas une guerre les uns contre les autres », a-t-il soutenu dans son discours.
Selon Macky Sall, l’intégration continentale reste un défi et tous les paradigmes de la scène internationale montrent encore avec beaucoup d’acuité, à quel point nous devons agir plus fort par des actions concrètes pour réussir l’intégration africaine. Le président de la Commission de l’Union africaine a aussi abordé d’autres points comme l’entrée en vigueur de la Zone de libre-échange continentale (Zlecaf), la pandémie de la Covid 19 ou encore l’évaluation de l’agenda 2063 de l’Ua.
Sur le premier point, il estime que tout va dans le bon sens mais que les textes juridiques, à eux seuls, ne suffisent pas. Sur le deuxième point, il a reconnu que le continent doit rester mobilisé pour construire sa résilience, notamment en poursuivant les objectifs de souveraineté pharmaceutique. À propos du troisième point, il pense qu’il faudra faire plus dans la réalisation d’infrastructures et la facilitation du commerce et de l’investissement interafricain. De son point de vue, la voie de l’intégration passe par la connectivité inter-étatique et inter-régionale.
Plusieurs Chefs d’Etat et de Gouvernement mais aussi des responsables d’organisations régionales ont pris part à la rencontre.
