Le maire de la ville de Dakar, Barthélémy Dias, a distribué une enveloppe de 640 millions aux acteurs culturels et du tourisme de la ville. Ces subventions non remboursables visent à impacter l’écosystème des industries culturelles et créatives de la ville de Dakar, informe L’As.
La mairie de la ville de Dakar a subventionné les acteurs culturels et du tourisme de Dakar avec une enveloppe de 640 millions de francs Cfa. Il s’est agi des sous secteurs du livre et de l’édition, dont 21 projets ont été retenus. Il y a aussi 15 projets en mode et 17 dossiers en arts plastiques, 26 projets en audiovisuel. Il s’y ajoute 21 autres projets d’arts visuels. Le directeur de la culture et du tourisme, Makhtar Diao, explique, en marge de la cérémonie, comment l’enveloppe a été répartie. « On a parmi les bénéficiaires les animateurs du sous secteur, de l’appui à l’animation de la ville de Dakar à hauteur de 100 millions. Il y a le fonds d’appui aux initiatives privées qui a reçu un montant de 150 millions. Il y a également les projets labélisés et les délégations des services publics. Il s’y ajoute le réseau des animateurs des centres culturels de la ville », liste l’agent de la ville.
Le maire, ajoute-t-il, a accompagné plus de 300 acteurs culturels pour un montant de 640 millions. Le fonds d’appui culturel engrange le plus grand nombre de bénéficiaires estimé à 100 acteurs culturels. Pour le directeur de la culture et du tourisme, « le fonds d’appui aux initiatives privées est le plus important. Il vient combler le manque de moyens des acteurs de la culture de la ville afin de booster la création en créant de l’emploi à travers cet appui aux jeunes ». Seulement, le monde de la musique n’a pas bénéficié des subventions de cette année ; ce que M. Diao justifie par le fait que « la musique poursuit son chemin avec ses propres moyens étant donné qu’il est le mode d’expression le plus en vue, qui dispose de plus de moyens au détriment des autres formes d’art, notamment les arts visuels et l’audiovisuel, la mode et la littérature ». Venu présider la cérémonie, l’édile de la ville, Barthélémy Dias indique que cette initiative va en droite ligne avec le projet politique « Dakar Binu bokk, qui met au centre de sa vision l’humain. De ce fait, seuls les acteurs culturels peuvent porter le combat de la sensibilisation des citoyens de la capitale et sa banlieue par rapport à Dakar ville propre, aux comportements éco-citoyens, entre autres ».
Il s’agit en somme de mettre la culture au service de la population. « L’acte que nous posons n’est pas fortuit parce que ces œuvres soutenues s’inscrivent dans l’histoire de la ville. Toutes les subventions sont certes non remboursables, mais exigent des bénéficiaires une bonne exécution des projets pour impacter positivement sur l’écosystème des industries culturelles et créatives de la ville de Dakar », avise Barthélémy Dias. Le directeur de la culture et du tourisme souligne en sus que la journée a permis de sensibiliser les populations de Dakar sur le fait que la mairie a donné 640 millions, et que l’année prochaine, elle compte doubler la mise. Et pour que cela puisse se faire, il invite les acteurs à se préparer par la formation et le renforcement de capacités. Il dit prévoir à cet effet une enveloppe pour accompagner les acteurs afin que les uns et les autres puissent avoir des projets bancables, « car sur plus de 600 projets reçus, seulement 100 répondent aux normes requises », souligne le directeur de la culture et du tourisme de la ville de Dakar, Makhtar Diao.
