Le conseiller territorial Sénégalais, Abdou Aziz Diop, a estimé que la prévention des conflits dans les zones d’exploitation de ressources naturelles passe par une gouvernance transparente, de l’octroi des licences à la distribution des revenus.
« Il faut une bonne gouvernance et la transparence sur toute la chaîne de valeur du secteur, de l’octroi des licences à la distribution des revenus », pour prévenir les conflits dans les zones d’exploitation de ressources naturelles, a dit M. Diop, membre de la commission des ressources naturelles au Haut Conseil des collectivités territoriales.
Le conseiller territorial prenait part à un atelier de formation des acteurs de l’État sur la prévention et la gestion des conflits dans les zones extractives au Sénégal organisé par l’Institut pour la gouvernance des ressources naturelles.
Selon M. Diop, ancien membre de la commission chargée de la communication de l’Initiative pour la transparence dans les industries extractives, pour que les ressources naturelles soient « une bénédiction », il faut une exploitation responsable et respectueuse des droits des communautés.
Il a insisté sur la nécessité d’arriver à « une répartition équitable » des revenus générés par le gaz, les mines et le pétrole.
Le Sénégal, sur ce plan, « est sur la bonne voie pour que les dispositions institutionnelles soient une réalité pour les populations, parce que les réformes ont précédé l’exploitation », a ajouté Abdou Aziz Diop, regrettant toutefois que « la dimension anthropologique n’ait pas été prise en compte dans les codes » élaborés pour régir le secteur minier et l’environnement.
Selon M. Diop, si les populations vivant dans les zones d’exploitation des ressources veulent certes accéder à un mieux-être, elles restent tout autant attachées à leur terroir.
Pour Abdou Aziz Diop, cette dimension de la question de l’exploitation des ressources naturelles « ne peut être prise en charge que dans le cadre d’une concertation et d’une négociation ».
Pour sa part, Wouré Ndiaye, facilitatrice de la formation, qui a abondé dans le même sens, a estimé que l’écoute de la communauté est la clé de la prévention des conflits dans ce secteur.
« Ce qui ressort de tout cela, c’est le manque de prise en compte des préoccupations des communautés en amont et en aval », principalement avant la phase de conception et de mise en œuvre des initiatives d’exploitation.
Il en résulte, dit-elle, qu’une attention particulière doit être réservée à « la prise en compte de la dignité de toutes les parties prenantes ».
« Il faut éviter de mettre l’accent seulement sur les besoins des communautés » et rappeler en même temps que « les entreprises qui sont là pour leur travail ont un rôle prépondérant dans l’économie du pays et l’économie de ces communautés-là par ricochet ».
Mme Ndiaye note à ce sujet que les préoccupations des entreprises concernées doivent être également prises en compte en raison du rôle qu’elles jouent, de la même manière que le rôle de l’État, en tant que régulateur, doit également bénéficier de l’attention des acteurs.
Mamadou Yéro Baldé, chef du projet USAID Traces- « Seytou Momel », a parlé de l’importance de cette formation. Il assure que l’État « fait beaucoup d’efforts » pour les journalistes et la société civile, de même que les parlementaires.
