Et pour cause, la campagne menée aussi par le camp du pouvoir que celui de l’opposition prouve à suffisance que ces élections constituent une présidentielle anticipée devant se tenir à moins de deux ans après les législatives. MACKY A LA RECHERCHE D’UN BOULEVARD
Fera-t-il un 3e mandat ou pas ? En tout cas, en moins de deux ans de la tenue de l’élection présidentielle, le Président de la République Macky Sall fait le clair-obscur. En revanche, il a fini de faire le vide autour de lui ou presque, en «tuant» ou en «banalisant» toute tentative de dauphinat. C’est comme si on installait au sein de «Benno Bokk Yaakaar» le délit d’ambitions. Amadou Ba, tête de liste en 2017 lors des législatives, a été rétrogradé pour ces élections législatives derrière Aminata Touré qui elle aussi, après une errance entre Grand Yoff où elle a été battue par Khalifa Sall et envoyée à Kaolack pour se faire chasser par Mariama Sarr, s’est vue bombarder un poste taillée sur mesure d’Envoyée spéciale du Chef de l’Etat, avant d’atterrir au Conseil économique social et environnemental (CESE).
La suite n’a pas heureuse par l’ancien Premier ministre qui sera remplacé par… Idrissa Seck. Une «suprême humiliation», avaient soutenu certains analystes. Nommé ministre des Affaires étrangères au lendemain de la Présidentielle de 2019, Amadou Ba a été renvoyé chez lui aux Parcelles assainies pour se livrer à une bataille savamment orchestrée face Moussa Sy. La banalisation des supposés dauphins se poursuivra avec Aly Ngouille Ndiaye, qui pensait être indéboulonnable au département de l’Intérieur. Que nenni ! Il a été renvoyé purement et simplement chez lui à Linguère. Mouhamadou Makhtar Cissé, lui aussi prendra un sacré coup à la SENELEC. Mahammed Boun Abdallah Dione, quant à lui, reste «confiné» au Palais présidentiel comme secrétaire général, pendant Aminata Tall est renvoyée à Diourbel.
Les alliés sont phagocytés s’ils ne sont pas réduits à leur simple expression, se contentant d’un poste ministériel ou d’une Direction générale. Mais, au-delà de tous ces faits susmentionnés, le discours est clair dans cette campagne électorale pour les législatives du 31 juillet prochain. Les responsables de la coalition «Benno Bokk Yaakaar» ne font que vanter les réalisations du Chef de l’Etat partout où leur caravane passe, occultant totalement les questions essentielles concernant l’Assemblée nationale. Ils ne parlent pas des propositions lois, de ce qu’il faut faire pour contrôler l’action gouvernementale encore moins des moyens pour lutter contre l’absentéisme des députés. C’est pour ainsi dire que le Chef de l’Etat est visiblement à la recherche d’un boulevard. «Donner à Macky Sall une majorité» est le leitmotiv.
SONKO FAIT CAP SUR 2024
La présidentielle anticipée se constate aussi chez l’opposition. Le leader du mouvement «Gueum Sa Bopp», Bougane Guèye Dani dont la liste a été rejetée pour défaut de parrainage pour ces législatives, ne veut pas s’écarter de la scène politique. Il a ainsi décidé de battre campagne pour dire non à une troisième candidature de Macky Sall. Sillonnant quelques localités du pays, Bougane Guèye Dani appelle à voter massivement contre la coalition « Benno Bokk Yaakaar ». Ce, en donnant dix raisons parmi lesquelles on peut citer : « Voter BBY, c’est cautionner la flambée des prix des denrées, la vie chère et l’augmentation programmée des prix du carburant ». « Voter BBY, c’est renforcer la loi antidémocratique sur le parrainage. C’est accepter une sélection et non des élections libres et transparentes ». Le leader du mouvement « Gueum Sa Bopp » veut donc maintenir le cap et rester dans la dynamique de la présidentielle de février 2024.
AAR, UNE COALITION A PLUSIEURS TETES
Réunis autour de la coalition «Aar Sénégal », l’ancien ministre Thierno Alassane de la République des Valeurs (RV), Dr Abdourahmane Diouf du parti « Awalé », l’ancien parlementaire Cheikh Oumar Sy, les députés Théodore Chérif Monteil et Marème Soda Ndiaye, le président du mouvement « AGIR », Thierno Bocoum, le juge Ibrahima Hamidou Dème, entre autres, veulent avoir un maximum de sièges à l’Assemblée nationale au soir du scrutin du 31 juillet prochain. Toutefois, l’on se pose la question à savoir quel sera leur engagement en 2024 ? Vont-ils se ranger derrière Thierno Alassane Sall leur tête de liste nationale pour ces législatives ou Dr Abdourahmane Diouf ? On attend de voir. En effet, lors des Locales de février dernier, le même scénario s’était produit. Les Législatives du 31 juillet s’apparentent elles aussi à des primaires ou à une présidentielle avant l’heure. C’est un véritable test grandeur nature.
