Cette coopération semble être rétablie avec la visite de travail effectuée par le patron de la chancellerie ukrainienne au Sénégal. En compagnie d’une forte délégation, constituée d’hommes d’affaires ukrainiens, le ministre Dmytro Keleba s’est entretenu et a signé un mémorandum de coopération, hier, avec son homologue des Affaires étrangères du Sénégal. La coopération va concerner les domaines du commerce, du numérique, de la cyber sécurité…
«Au mois d’août 2021, j’ai reçu un appel du ministre Dmytro Kuleba. Il me proposait d’effectuer une visite à Kiev. A l’époque, nous avions passé en revue notre axe de coopération pour voir les domaines qui étaient en marche et les domaines à renforcer. C’était six mois avant la guerre en Ukraine. C’est pour dire que la coopération entre l’Ukraine et le Sénégal est ancienne. Elle date de plus de 30 ans, en 1992, dès que l’Ukraine a obtenu sa souveraineté internationale. C’est une coopération voulue par nos deux Etats. Avec la guerre, il y a eu un repli», a expliqué Me Aïssata Tall Sall, au cours du point de presse avec son homologue de l’Ukraine.
La question diplomatique et politique a été évoquée lors de leur tête à tête et en séance élargie. Malgré cette contrainte, explique Me Aïssata Tall Sall, «nous avons voulu savoir comment avancer dans la coopération. Il est venu avec une importante délégation constituée d’hommes d’affaires. Nous allons voir comment mieux articuler nos deux chambres de commerce, sur le plan du numérique, sur la cyber sécurité qui est une demande forte». «Dakar abrite une école à vocation sous régionale en cyber sécurité, il s’agira de voir comment bénéficier, par la coopération avec l’Ukraine d’aides et de soutiens, dans le cadre de la lutte contre les désordres numériques que nous sommes en train de vivre et auquels nos Etats doivent faire face», informe Me Aïssata Tall Sall.
S’agissant de la question politico-diplomatique sur la guerre en Ukraine, il a été question de voir comment continuer ce dialogue entre l’Ukraine et l’Afrique. «La coopération commence par la négociation. Il ne peut y avoir de négociations sans discussions. Il ne peut également pas y avoir de discussions sans une compréhension. Nous avons eu un débat franc, ouvert sur les questions diplomatiques pour mieux encore voir comment appréhender le futur et l’enrichissement de notre relation de coopération», philosophe la patronne de la diplomatie sénégalaise.
