La farine pourrait être de nouveau disponible dans les jours à venir dans les boulangeries et autres évoluant dans le segment de la minoterie. Les 7 industries meunières (GMD, NMA, OLAM, SEDIMA, MDS, BASMALA) après avoir réclamé en vain du Gouvernement le paiement de compensations sur les prix à la suite de l’accord signé le 11 novembre 2021 avaient décidé ce 03 juin de suspendre la commercialisation de la farine.
Ce mardi, le ministre des Finances et du Budget, Abdoulaye Daouda Diallo, assisté du directeur général des Finances, Moustapha Ba, a négocié un accord de paiement de la dette de 19 milliards de francs due aux meuniers au plus tard le 10 juillet prochain. En réa- lité, il s’agit d’une accumulation de deux dettes.
La première d’un montant de 4 milliards de frs provient, selon le président Claude Demba Diop, président de l’AMIS, de l’engagement pris par le Gouvernement en novembre dernier d’après lequel « avant l’entrée du nouveau prix homologué à 19.200 frs la différence devait être compensée par l’Etat jusqu’au 21 décembre 2021, marquant la publication d’un nouvel arrêté sur le prix de la farine.
Cette dette correspondait à plus de 4 milliards de frs. Jusqu’à la décision de suspension de la commercialisation de la farine ce 03 juin, les meuniers industriels étaient en attente du paiement de cette dette de manière à ce qu’ils puissent faire face aux difficultés qui se sont accentuées sur le marché mondial des céréales ». Claude Demba Diop a aussi expliqué ce qui constitue le deuxième de la dette gouvernementale à leur endroit et qui avoisine les 15 milliards de francs.
« Depuis l’éclatement du conflit armé russo-Ukrainien en mars dernier, les coûts de référence du blé (325 euros la tonne) ayant permis la fixation du prix de la farine à 19200FCFA le sac de 50kg sont devenus obsolètes. Personne ne pouvant nier la flambée des prix du blé, l’État avait pris l’engagement de compenser dans la limite de 180 000 tonnes le surcoût supporté par les meuniers industriels à compter du 1er mars. Il s’agissait alors de répondre à une préoccupation partagée de stabiliser le prix du pain pour nos concitoyens sur une première période d’observation de trois mois », affirme Claude Demba Diop.
Qui ajoute: « Cet engagement de prime à l’importation reposait sur une compensation du prix compris entre 325 à 500 euros la tonne et faisait partie du plan de soutien à quatre pro- duits de première nécessité pour la population sénégalaise : le riz, le sucre, l’huile et le blé. A ce jour, ces dispositifs de subvention du pouvoir d’achat, voulus par l’État et que nous saluons, ont généré une dette de près de 15 milliards de frs au profit des meuniers Industriels »
Un engagement ferme à travers un protocole, préalable à toute reprise des activités
Au niveau de l’AMIS, on salue la démarche du Gouvernement pour trouver une solution à cette dette de 19 milliards. Cependant, indique le président Claude Demba Diop, seul un protocole dûment signé par le gouvernement à travers le ministre des Finances et du Budget pourrait pousser les meuniers à lever l’arrêt de la production et de la commercialisation de la farine décidé le 03 juin dernier.
« Il est à présent urgent que la dette des meuniers soit payée et que des solutions durables soient apportées à la crise qui perturbe la filière. Au moment où les cours du blé ont dépassé 500 euros la tonne, il est illusoire de poursuivre une approche de subvention qui, dans son mécanisme de dette publique, accélère le péril des industries locales. Si nous n’y prenons pas garde et si les engagements de paiement ne sont pas respectés, des industriels sénégalais seront dans l’incapacité financière de s’approvisionner dans un marché des céréales très capricieux », indique le patron de l’AMIS.
Qui ajoute: « la baisse inéluctable des niveaux de production va créer une rareté de la farine qui va alimenter une spéculation et une montée de prix dans la distribution que personne ne pourra maitriser. Dans tous les pays de la sous-région et du monde, les gouvernants ont réagi en appli- quant la vérité des prix. Si l’État du Sénégal fait le choix de la subvention à l’importation, il est impératif qu’il apporte les ressources financières permettant d’approvisionner le pays. A défaut, la cessation d’approvisionnement en blé risque de provoquer l’arrêt des unités de production. Il y va du sauvetage de l’industrie meunière mais, au-delà, de la filière toute entière ».
Claude Demba Diop conclut en disant que « les meuniers industriels constatent que le principe de la prime à l’importation du blé, qui exprime la volonté de l’État de soutenir les populations, a atteint ses limites et sont dans une forte attente de sauvetage durable de la filière ».
