Les députés nouvellement élus de la coalition Benno Bokk Yakaar ont condamné les incidents qui se sont déroulés à l’Assemblée nationale le jour de l’installation du bureau de la 14e législature. Oumar Youm et Cie dénoncent des signes « d’immaturité et de manque de respect des institutions ».
« Revenant sur l’élection du Président de l’Assemblée nationale, le groupe Benno Bokk Yaakaar condamne vigoureusement les actes de vandalisme qui ont terni l’image de notre démocratie. Le groupe BBY dénonce ces comportements, signes d’immaturité et de manque de respect à l’endroit du peuple sénégalais et de nos Institutions », a déclaré Oumar Youm, président du groupe parlementaire Benno Bokk Yaakaar.
D’après lui, les arguments avancés pour justifier ces comportements ne « reposent sur aucune base juridique ».En effet, poursuit-il, relativement à l’argument tiré de I’incompatibilité du statutde Ministre avec celui de député, il est important de faire constater que les « articles 110 et 118 du Règlement intérieur disposent, que tout député se trouvant dans l »un des cas d’incompatibilité, est tenu d’établir, dans les huit jours qui suivent son entrée en fonction, qu’il s’est démis de ses fonctions incompatibles ».
A en croire Oumar Youm, l’incongruité est que le « président du groupe parlementaire de Yéwi était dans la méme situation ». »Concernant le choix des bulletins aux couleurs des candidats, il faut rappeler que l’élection est régie par les articles 14, 84, 85 et 86 du Reglement intérieur », a-t-il poursuivi.
Selon lui, le Règlement intérieur ne prévoit pour le scrutin secret que deux bulletins. « Un bulletin blanc sur lequel est indiqué le nom des candidats. Un bulletin bleu ou blanc rayé de bleu symbolisant l’abstention. Il est important de souligner que tous les présidents de l’Assemblée nationale ont été élus sur cette base ».
Cependant, le groupe BBY s’engage en toute responsabilité à « assumer sa mission de représentation du peuple à travers la mise en cuvre de son obligation d’information, de rendre compte et de sensibilisation des citoyens sur toutes les actions legislatives et Ies travaux de l’Assemblée nationale », a souligné Oumar Youm.
« Le groupe parlementaire, soucieux d’une gouvernance parlementaire efficace et de proximité entend inscrire ses actions dans le sens de l’innovation et de l’ouverture a toutes les Forces vives de la Nation ainsi qu’aux autres groupes parlementaires dans la defense des valeurs de la République en vue d’asseoir la paix et la stabilite nécessaires au bon fonctionnement des Institutions », a indiqué le président du groupe parlementaire Benno Bokk Yaakaar.
